R2021-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, SUPPORTING 87 - HB 30299 AN ACT RELATING TO THE CREATION OF THE GULF COAST PROTECTION DISTRICT. WHEREAS, the Texas State Legislature values the lives and welfare of its citizens, the state's economy, and the overall quality -of -life that distinguishes Texas from all other states; and WHEREAS, the Upper Texas Gulf Coast is historically vulnerable to hurricanes, and their attendant storm surges; and WHEREAS, Hurricane Ike in 2008 cost Texas approximately 120 lives and $40 billion, Hurricane Rita in 2005 cost Texas approximately 115 storm -related deaths plus another 150 evacuation -related deaths and about $20 billion in recovery costs; and WHEREAS, the Upper Gulf Coast's strategic and economic importance is undeniable, given the U.S. economy's reliance on the Texas' oil and gas industry, Texas' specialty and petrochemical industry, and the region's ports; and WHEREAS, the scientific community has warned that the prospect of future hurricanes landing on the Upper Texas Gulf Coast is a virtual certainty, with the effects of storm surge affecting the lives of Texans, the economy of the State and the nation in addition to the potentially devastating impacts of rain, as witnessed in Hurricane Harvey in 2017, and high winds, accompanying most hurricanes and tropical storms; and WHEREAS, the studies of the US Army Corps of Engineers and numerous academic institutions have demonstrated the efficacy of a coastal barrier along the Upper Texas Gulf Coast, and the implementation of coastal barriers in numerous countries has proven the economic and practical viability of coastal barriers; and WHEREAS, a partnership among federal, state, and local agencies has been demonstrated to be the most efficient and cost-effective means to complete a regional coastal barrier. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. That the Mayor and City Council strongly support the passage of 87-HB 3029 to create an entity to oversee and manage the regional implementation and development of the critical coastal barrier to protect Texas and the nation. Section 2. That all resolutions and agreements and parts of resolutions and agreements in conflict herewith are hereby repealed to the extent of conflict only. Section 3. That it is hereby found and determined that the meeting at which this resolution was passed was open to the public and that advance public notice of the time, place and purpose of said meeting was given as required by law. Section 4. That this resolution is effective upon adoption by the City Council of the City of Friendswood, Texas.
