JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FRIENDSWOOD AND THE BOARD OF TRUSTEES OF THE
FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT
PROVIDING FOR A COOPERATIVE COMPREHENSIVE
EMERGENCY MANAGEMENT PLAN.

WHEREAS, the City of Friendswood ("City") and the Friendswood Independent
School District ("School District") have established similar programs of comprehensive
emergency management, which include the mitigation, preparedness, response and
recovery phases of emergency management; and
WHEREAS, City and School District find that vulnerability to many potential
hazards is shared by residents of the City and the School District; and
WHEREAS, City and School District further find that the common goal of
emergency management can best be achieved through an organization that shares the
combined resources of the City and the School District; now therefore,
BE IT JOINTLY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD AND THE BOARD OF TRUSTEES OF THE FRIENDSWOOD
INDEPENDENT SCHOOL DISTRICT:
Section 1. The facts and matters set forth in the preamble of this Joint
Resolution are hereby found to be true and correct.
Section 2. There is hereby established the City of Friendswood and
Friendswood Independent School District Emergency Management Organization, which
shall consist of the Officers and employees of the City and of the School District, as
designated in an interjurisdictional emergency management plan, together with such
organized volunteer groups and agencies that the plan may specify.
Section 3. The Mayor of the City shall appoint an Emergency Management
Coordinator to coordinate all aspects of the City's program of comprehensive emergency
management, including the preparation and maintenance of an interjurisdictional
emergency management plan for the City and the School District in accordance with this
Joint Resolution.
Section 4. This Joint Resolution shall be reviewed and resubmitted every five
years.
PASSED, APPROVED AND RESOLVED on this 20th day of Februarv
2006.
