ORDINANCE NO.2006-06
AN ORDINANCE OF THE CITY OF FRIENDSWOOD, TEXAS,
ADOPTING "BUDGET AMENDMENT III" TO THE "ORIGINAL
GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR
THE FISCAL YEAR 2004-2005"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS;
PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER
MATTERS RELATED TO THE SUBJECT.

WHEREAS, by Ordinance No. 2004-17, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2004-2005";
WHEREAS,the City Council has determined that revenues andlor reserves are available
for supplemental appropriation and/or transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2004-2005; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2004-2005," is hereby amended as shown on "Budget Amendment III to the Original
Budget of the City of Friendswood, Texas, For the Fiscal year 2004-2005" attached hereto. Said
Budget Amendment III shall be attached to and made a part of such Original General Budget by
the City Secretary and shall be filed as required by state law, a true and correct copy of which is
attached hereto as Exhibits "A" and"B"and made a part hereof for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary

Budget Amendment III

1 Galveston Countv Consolidated Drainage District De-Snag�g Project,
$100,000. Funding in the 2003 - 04 budget for the City's contribution to the
drainage district project was not expended in fiscal year 2004 and the budget
lapsed into General Fund Balance. Payment for this work was approved by
Council on June 6, 2005 (agenda item 15-G)and made June 15, 2005. This
budget amendment appropriates the lapsed funds from General Fund balance.

The Galveston County Consolidated Drainage District requested an additional
$50,000 in financial support from the City on October 26, 2005. This
payment has not been made and is awaiting further documentation from
GCCDD before bringing it to Council for action.
