HomeMy WebLinkAboutOrdinance No. 2020-47ORDINANCE NO 202047 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS ORDINANCE NO 2020-35, PASSED AND APPROVED SEPTEMBER 14 2020 SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2020-2021 BY APPROVING "BUDGET AMENDMENT II" TO THE `ORIGINAL GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2020 2021", PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS PROVIDING FOR SEVERABILITY, AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT WHEREAS, by Ordinance No 2020-35 the City Council of the City of Friendswood Texas adopted its `Original General Budget for Fiscal Year 2020-2021", and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes and WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2020-2021 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS Section 1 The facts and matters set forth in the preamble of this Ordinance are hereby found to be true and correct Section 2 The 'Original General Budget of the City of Fnendswood Texas for the Fiscal Year 2020-2021,' is hereby amended for municipal purposes as shown on `Budget Amendment II" to the `Original Budget of the City of Fnendswood, Texas, for the Fiscal year 2020-2021" attached hereto Said Budget Amendment II shall be attached to and made apart of such Original General Budget by the City Secretary and shall be filed as required by state law a true and correct copy of which is attached hereto as Exhibits A' and `B' and made a part hereof for all purposes Section 3. In the event any clause, phrase provision, sentence or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction R shall not affect, impair or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional and the City Council of the City of Fnendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts. PASSED AND APPROVED this 7th day of December, 2020 ATTEST 'OF FRIfryO lsh, TRMC O Melinda We * O City Secretary 9T • ' 9 ,OFTE�P Ord No 2020-47 2 City of Friendswood Budget Amendment Summary Fiscal Year 2020 — 2021 Budget Amendment II December 7 2020 1 Prior Year Encumbrance. $8.050,193.69 Appropriate funds for purchase orders issued in fiscal year 2019-20 and outstanding at fiscal year-end September 30 2020 Goods and services for these purchase orders will be received and expensed in fiscal year2021 2 Unencumbered Capital. $4,496,163 Re -appropriate funds budgeted for capital expenditures in fiscal year 2019-20 but not expensed at fiscal year-end September 30 2020 Goods and services will be received and expensed in fiscal year 2020-21 Section 8.06 of the City Charter allows for funds appropriated for capital expenditure to remain in force for up to three years if unencumbered or until the intended purpose is accomplished 3 PEG Channel Equipment Maintenance. $4,060. Appropriate PEG Channel funds for operating equipment to stream City Council meetings and other PEG channel content in City Hall offices The funding source will be restricted general fund balance from PEG Channel revenue 4 Chapter 380 Economic Development Grant (Tannos Land Holding III, LLC), 100 000. Appropriate $100,000 from unassigned general fund balance for payment to Tannos Land Holding III LLC for the Chapter 380 Economic Development Grant The economic development agreement between the City of Fnendswood and Tannos Land Holding III LLC was entered into on May 7 2018 for reimbursement of building fees following the issuance of the certificate of occupancy The occupancy certification was issued on October 29 2020 5 Chapter 380 Economic Development Incentive Grant. $13,000. Appropriate funds for the future reimbursement of building fees to Texas Behavioral Health Holding Group LLC At the August 3 2020 council meeting Council approved the Chapter 380 Economic Development agreement between the City of Friendswood and Texas Behavioral Health Holding Group LLC The reimbursement amount shall not exceed $13,000 following the issuance of the certificate of occupancy The funding source will be unassigned general fund balance 6 Parks & Recreation -Parks and Trails Master Plan Update. $146,200. Appropriate funds for services related to updating the Park and Trails Master Plan The plan will include an inventory of the City's existing parks and trail facilities that have been purchased constructed acquired or added since the original master plan was created in 2010 The updated plan will assess the needs to meet the level -of -service goals A requirement for applying for grants is to submit an updated Parks Master plan It is also r of 2 a requirement with the Texas Parks and Wildlife to have a new plan every 10 years The funding source will be 2016 G.O Bonds 7 Parks & Recreation Donation $1,000 Appropriate a donation received from Carol George on November 10 2020 The donation will go towards the purchase of a metal park bench in memory of John G George Sr that will be placed in Stevenson Park Funds will be appropriated to the Parks and Recreation Department's Parks division operating equipment budget 8 Parks & Recreation Donation $1,465. Appropriate a donation received from Gerald Grethen on October 31 2020 The donation will go towards purchasing two park benches that will be placed at Lake Friendswood Funds will be appropriated to the Parks and Recreation Department's Parks division operating equipment budget 9 Parks & Recreation Department Mowing Contract Increase. $27,216. Appropriate funds to cover mowing costs for additional buyout lots recently purchased due to Hurricane Harvey and temporary mowing at Renwick park and the dog park The funding source will be unassigned general fund balance 10.Parks & Recreation Utility Terrain Vehicle. $4,000. Appropriate funds received from the trade-in value of replacing a utility terrain vehicle in the Park's department The former UTV was beyond its useful life and in need constant need of repairs The cost of the UTV after the trade-in value was $3,223.61 Funds were used from the Park's division operating equipment account 11 Police Department Vehicle Insurance Reimbursement. $10,245. Appropriate insurance reimbursements received from TML IRP Funding will be appropriated to the Police Department Patrol division vehicle maintenance account for repairs made to unit P401 12 FISD Interlocal Contract. $20,000. Appropriate funds to help to offset FISD COVID related expenses The interlocal agreement was entered into with FISD on September 21 2020 for bulk -purchase of chromebooks towards the district's distance -learning technology initiative The funding source will be unassigned general fund balance 13. Public Works Vehicle Unit PW91. $370. Appropriate funds to cover additional costs to replace Public Works Vehicle Unit PW50 Unit PW50 is included in the FY21 adopted budget to be replaced as scheduled The total cost for replacing the vehicle and equipment was $370 more than the amount estimated for replacement The funding source will be from unassigned Vehicle Replacement Fund balance 14 Public Works TML-IRP Insurance Reimbursement. $198.
