FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR MIKE FOREMAN COUNCILMEMBER TRISH HANKS COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER SALLY BRANSON COUNCILMEMBER ROBERT J. GRIFFON COUNCILMEMBER BRENT ERENWERT CITY ATTORNEY MARY KAY FISCHER CITY MANAGER MORAD KABIRI CITY SECRETARY MELINDA WELSH COUNCILMEMBER JOHN SCOTT WAS ABSENT FROM THE MEETING. 1. Call to order Mayor Foreman called the meeting to order. 2. Invocation The invocation was given by City Manager Morad Kabiri. 3. Pledge of Allegiance -- United States and Texas (HONOR THE TEXAS FLAG; I PLEDGE ALLEGIANCE TO THEE, TEXAS, ONE STATE UNDER GOD, ONE AND INDIVISIBLE) Mayor Foreman led the Pledge of Allegiance to the United States and to the State of Texas. Communications from the Public (To comply with provisions of the Open Meetings Act, the City Council may not deliberate on items discussed under this agenda item. The Council may refer this item to the City Manager or direct this item to be placed on the next regular Council agenda. Out of respect for those speaking during public comment, please refrain from any outbursts or interjections to include, but not limited to, applause and/or disparaging noises from the audience. Doing so discourages others from voicing their thoughts and opinions, and disrupts the meeting. Furthermore, any personnel complaints 08/31/20 5138 against a City employee aside from the City Manager, City Secretary, City Attorney or Municipal Judge cannot be discussed under this section. Please contact the City Manager's office for concerns involving a City employee.) Mayor Foreman asked if anyone would like to speak. No one spoke. A. Capital Improvement Projects Update Mayor Foreman opened the discussion regarding an update on the Capital Improvement Projects. Director of Engineering/City Engineer Jildardo Arias presented a PowerPoint presentation regarding progress made on Capital Improvement Projects since May 2020. Mr. Arias reported on the 2019-2020 street maintenance program, 50% completed, $4M in improvements in 2020 made possible by the 3/8 cents sales tax, listed concrete and asphalt streets addressed so far as well as upcoming concrete and asphalt streets, provided updates on Friendswood Lakes Boulevard, Lift Station No. 23 at FM 518 and Oak Drive, Fire Station 2 reconstruction and training upgrades, Public Safety building expansion, San Joaquin Parkway bridge repair, current Harris County project of intersection upgrades at Beamer Road and FM 2351, and current Texas Department of Transportation (TxDOT) projects of FM 518 mill and overlay, and FM 518 curb ramp, sidewalk, and traffic signal upgrades. Discussion took place between Mayor, Council and Staff regarding Friendswood Lakes Boulevard, who is paying what, Galveston County included a portion in their 2017 bond with additional money offered if city contributed, three developers offered money along with right-of-way dedication, completion is 270 days but hoping will not take that long, and discussions with League City. San Joaquin Parkway bridge repair will take approximately two weeks, work has already begun, and sales tax dollars are being used as well as budgeted funds. Several LED lights are burned out on Sunset, will be reported to Public Works who will repair. 6. Public Hearing To receive comments from the public, both oral and written, regarding: A. Proposed Fiscal Year 2020-2021 General Operating Budget for the City of Friendswood Mayor Foreman called a Public Hearing to order to receive comments from the public, both oral and written, regarding the proposed Fiscal Year 2020-2021 General Operating Budget for the City of Friendswood. Mayor introduced Administrative Services Director Katina Hampton who stated this is a City Charter required public hearing on the proposed budget, allows the public to offer comments for or against, a few revisions were necessary after delivery of budget to Council on July 31, franchise tax revenues will be less due to Senate Bill 11521 $224,000 reduction in those revenues, changing property 'tax collection rate projection to 100% to keep budget balanced, listed additional General Fund revenues and 08/31/20 5139 expenditures that were revised as well as in the Tax Debt Service Fund, total revenues for all funds decreased from $96AM to $96.3M, total expenditures decreased from $95.8M to $95.7M. The General Fund revenues reflect $30.2M, General Fund expenditures will now be $30.7M, proposed tax rate will remain at $0.497314, tax levy of $19.5M and will cover operations and maintenance and tax debt service obligation, no changes to Water & Sewer Fund revenues so will remain at $16.3M, Water & Sewer Fund expenditures will remain at $16.1 M, no changes to General Fund — Forces at Work and Decision Packages, Water & Sewer Fund - Forces at Work and Decision Packages, General Fund Unfunded Forces at Work and Decision Packages, Water & Sewer Fund Unfunded Forces at Work and Decision Packages, went over next steps with public hearing tonight, holding proposed tax rate public hearing and ordinances for budget and tax rate adoption at the September 14, 2020, Council meeting. Mayor Foreman asked if anyone would like to speak in favor of or in opposition to the proposed Fiscal Year 2020-2021 General Operating Budget for the City of Friendswood. No one spoke. Hearing no comments from the public, Mayor Foreman closed the Public Hearing. 7. Consent Agenda A. Authorizing the acceptance of the Sterling Creek, Section 4, Public Paving and Utilities improvements project into the contractor's one-year maintenance period **Councilmember Rockey moved to approve the Consent Agenda as presented: A. Authorizing the acceptance of the Sterling Creek, Section 4, Public Paving and Utilities improvements project into the contractor's one-year maintenance period. The motion was seconded and approved 6-0. 8. Adjournment The meeting was adjourned at 07:04 PM.
