AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2019-38, PASSED AND
APPROVED OCTOBER 7, 2019, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2019-2020 BY
APPROVING "BUDGET AMENDMENT VIII" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2019-
2020"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2019-38, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2019-2020"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2019-2020;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2019-2020," is hereby amended for municipal purposes as shown on "Budget
Amendment VIII"to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2019-2020" attached hereto. Said Budget Amendment VIII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits"A"and"B"and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2019 — 2020
Budget Amendment VIII
July 6, 2020
1. Hurricane Harvey Buyout Lots, ($222,721). Appropriate funds that were originally
approved on FY20 BA III at the February 3, 2020 Council Meeting to purchase three homes
through the Hazard Mitigation Grant Program. The property at 810 Quaker Drive did not
accept the buyout terms. The funding source was unassigned general fund balance and
therefore will be appropriated back.
2. Police Investigation Fund, $5,870. Appropriate asset forfeiture funds to the Police
Investigation Fund (PIF) operating equipment account. Additional equipment is being
purchased to upgrade daily body armor with hard plates. Funds will be allocated from the
Police Investigation Federal unassigned fund balance.
3. Police Investigation Fund Drones, $8,400. Appropriate funds to purchase two small
drones. This will allow the ability to navigate in potentially dangerous environments, enabling
the user to maintain situational awareness, threat detection, and surveillance in any
environment. Funds will be allocated from the Police Investigation Federal unassigned fund
balance.
4. Police Investigation Fund, $2,170. Appropriate asset forfeiture funds to the Police
Investigation Fund (PIF) operating services account. Funds will be allocated from the Police
Investigation State unassigned fund balance.
5. Public Works Vacuum Jet Sewer Truck, $441,161. Appropriate capital lease proceeds to
purchase a vacuum jet sewer truck. The purchase was included in the FY 2019-2020
adopted budget. The capital lease will be for 5 years and will be supported by the Tax Debt
Service Fund.
6. General Obligation Improvement and Refunding Bonds Series 2020, $10,465,000.
Appropriate bond proceeds from the issuance of the 2020 GO Improvement and Refunding
Bonds issued in June 2020. The 2020 GO Bonds represent the first round of bonds approved
by voters in November 2019. The bond proceeds will be used for drainage projects totaling
$6 million and renovations to the Public Works facility totaling $2 million and to cover the cost
of issuance. The proceeds from the issuance of the refunding portion totaling $2.465 million
will be used to refinance the Permanent Improvement Bonds, Series 2010A and the
Permanent Improvement Bonds, Series 2010B and to cover the cost of issuance.
7. HMGP Buyout Grant $623,706. Appropriate grant funds received from the Hazard
Mitigation Grant Program for the Hurricane Harvey buyout properties. The City received
$623,706 for the following properties 16614 Oxnard ($127,500), 5303 Shady Oaks Lane
($127,845) and 13 Haverford ($368,361). Advance funding to purchase these properties
was originally approved at the February 3, 2020 and March 2, 2020 City Council meetings.
Therefore, these funds will be appropriated back to unassigned general fund balance.
