Call to order Mayor Foreman called the meeting to order. 2. Invocation The`Invocation was given by Councilmember John Scott. 3. Don Johnson, Friendswood resident, addressed Council and thanked Mayor, Council, and Staff for pushing forward with the project to resurface the streets in his neighborhood, it has been 40 years or so, and it is great to have smooth streets again. 5. WORK SESSION A. Multi-Year Financial Plan Discussion Mayor Foreman opened the discussion regarding the Multi-Year Financial Plan. Administrative Services Director Katina Hampton presented a PowerPoint presentation regarding an overview of the city's Multi-Year Financial Plan (MYFP), which primarily focuses on the General Fund and Debt Service Fund used in decision making. The scope of detail for the MYFP includes revenue projections, expenditure projections, and Decision Package impacts carried out through the plan. The plan will impact the Fiscal Year 2021 projected operating and fund balances. Ms. Hampton discussed planning assumptions with the key revenue source being property taxes. Tax revenue is based on projected tax values with an estimated 5% growth in the first year of the plan and an estimated 2% growth in the second through the fifth year in tax base. Other revenue sources are ' based on populations, and are increased by 2% per year throughout the plan. Revenue planning data includes residential/commercial growth projected, current trends considered, tax base identified, fiscal policies are considered, revenue forecasting, fee adjustments and/or new fees, and alternative revenue options available. Fiscal Year 2021 Projected General Fund Revenue (no new revenue tax rate) total General Fund Revenue of$29,548,525 with non-tax revenue being $4,769,737, franchise taxes being $2,198,424, sales tax being $6,985,346, and property taxes being $15,595,018. The sales tax revenue generated from the half-cent sales tax approved by voters in 2016 for street improvements and the Friendswood Economic Development Corporation (FDEDC) is recorded and expended in funds separate from the General Fund. Non-tax revenue includes building permits, intergovernmental grant revenue, court fines, and interfund transfers. Property tax components include gross appraised value approximates market, taxable value, tax levy, and tax revenue. The tax rate has two parts that are considered when adopting the tax rate debt services along with operations and maintenance (O&M) for the General Fund. Texas Senate Bill 2, also known as the Texas Property Tax Reform and Transparency Act of 2019, included some terminology changes. Effective Tax Rate is now known as the No New Revenue Tax Rate and the Roll Back Tax Rate is now known as the Voter-Approval Tax Rate, revenue cap on Voter-Approval Tax Rate was reduced from 8% to 3.5 % and only applies to O&M portion of the rate, automatic rollback election in November if adopting a rate higher than the Voter-Approval Tax Rate, tax rate adoption deadlines, and the Unused Increment Rate used if an entity adopts a rate less than the Voter-Approval Tax Rate, difference could be rolled forward over a three year period, and begins with tax year 2020. Tax rate drivers include property tax revenue in the MYFP is based on the No New Revenue Tax Rate, and approximately the same revenue for the same properties is generated with the No New Revenue Tax Rate. Revenue growth relating to property values, in the MYFPO is projected from revaluations and new construction. Tax rate increase needed due to General Obligation bond issuance(s) and the impact of Fiscal Year 2020 protest and freeze ceiling property 06/01/20 5103 value on O&M. Planning assumptions in regards to expenditures include personnel expenditures to increase 3% annually throughout the plan, increase due to salaries and related benefits, and lnon- personnel expenditures to increase 2% year over year based on historical average. Planning assumptions for fund balance, target of 90-days operating reserves, undesignated fund balance uses are emergencies, one-time expenditures without operating cost increase, major capital purchases, and start-up expenditures for new programs. The MYFP indicates 90-day operating reserve maintained through Fiscal Year 2024 with the No New Revenue Tax Rate, through Fiscal Year 2025 with the Flat Tax Rate and the Voter-Approval Tax Rate. With current projections land assumptions, no Decision Packages are funded in the five-year planning window. Council's role is guidance on tax rate, input on existing and alternative revenues, programmatic changes, and participation in budget development. Discussion took place between Mayor, Council, and Staff regarding an estimated 5% growth 'n tax base throughout the plan, revenue impacts on No New Revenue Tax Rate versus a Flat Tax Rate or the Voter-Approval Tax Rate, revenue projections are based on actual numbers for current fiscal year, protested certified values may be hard to anticipate due to COVID-19, six out of the last ten years the City of Friendswood has adopted the Effective Tax Rate or less, current growth rate of 2% increase in revenue and 3% increase in expenditures, street maintenance funding, and Decision Packages and Forces-At-Work will be added into the budget process later. B. Drainage Update ' Mayor Foreman opened the discussion regarding drainage update. Deputy Director of Engineering Samantha Haritos presented a PowerPoint presentation regarding progress made on drainage efforts since February 2020. Ms. Haritos reported on stream gages projects including Harris County Flood Control District (HCFCD) new gage at Dixie Farm Road and Clear Creek, interlocal agreement for two stream gages and one weather gage, total gages will be nine stream gages, and seven tie back locations. Imperial Estates projects include 40-45% completion on the Galveston County Consolidated Drainage District (GCCDD) project, quarter (0.25) foot reduction in water surface elevation (WSE) along Clear Creek, and future mitigation will be required for modest impacts downstream. A water surface profile was shown in regards to Tropical Storm Allison (2001) and Hurricane Harvey (2017) to show the effects of the GCCDD project area. Whitcomb property projects include 400 foot wide terracing (2,500 feet length), initial results are half(0.5) foot reduction in water surface elevation, minimal impacts downstream may potentially require mitigation, and the terracing project will be a Community Development Block Grant— Mitigation (CDBG-MIT) application. Ms. Haritos gave a summary of current Community Development Block Grant— Disaster Recovery projects including Forest Bend offline detention, Frenchman's Creek property acquisition, Deepwood property acquisition, Deepwood terracing project, and pipe rack relocation along Clear Creek. Staff continues to work with the Lower Clear Creek and Dickinson Bayoul Study, completion of the study is projected for February 2021, and the study may become a federal study with local partner cost share. The city's Community Development Block Grants — Mitigation Action Plan was approved March 31, 2020, minimum funding of$3 Million and maximum funding of$100 ' Million, scoring criteria to qualify, Low-to-Moderate Income (LMI) accounts for 15 points, and a management plan is required for each application. Mayor Foreman recessed the meeting at 6:57 PM and reconvened the meeting at 7:15 PM. 06/01/20 5104 6. Phil Ratisseau, Friendswood resident, addressed Council and stated was a good update on drainage, Council should let the data guide them on making decisions, encourages the city to get as much grant money as possible, agrees with hiring a consultant for grant writing, money well spent, and is encouraging the things Staff is doing. He congratulated Friendswood Volunteer Fire Department Emergency Medical Services (EMS) Chief Lisa Camp and Friendswood Emergency Medical Services (EMS) on receiving the Lifetime Achievement Award from the 100 Club of Houston. David Allen, Friendswood resident, addressed Council and stated astronauts are flying under United States power again, Minnesota problem, pray for our country, had a black president for two ' terms so cannot call this country racist, there are racist people, police work is difficult, and comply if held by the police. Dr. Anthony Fauci has been head of the Allergy and Infectious Disease branch of the National Institute of Health since 1984, gave a brief history on the virus in Wuhan, China and possible treatments, read the fine print when dealing with grants, and is concerned with 5G cellular service. 7. City Manager's Report A. Friendswood Lakes Boulevard Project City Manager Morad Kabiri reported that Galveston County's engineer has completed the design for the extension of Friendswood Lakes Boulevard (also known as Friendswood Parkway) from North Eagle Creek to the current terminus in West Ranch Subdivision as part of Galveston County's 2017 Bond Program. The project has been at 100% design for a number of months, but has yet to be advertised for bid due to drainage coordination and approval needed by a number of agencies and also to account for the multiple developments immediately adjacent to the project. Friendswood Lakes Boulevard is set for bid advertisement and award this summer, with construction slated to start this fall. B. Houston 100 Club Hero Award Recipient Lisa Camp The City Manager reported that Friendswood Volunteer Fire Department Emergency Medical ' Services Chief Lisa Camp received the Lifetime Achievement Award as part of this year's Houston 100 Club Hero Awards for Law Enforcement and Firefighters. Her nomination stated, "Ms. Camp should be recognized due to her support of the citizens of Friendswood, the State of Texas, and 06/01/20 5105 the country through her leadership in quality pre-hospital patient care and community-wide emergency response. She has been at the forefront in the areas of patient care, public access, medical control, disaster preparedness, public education, and training." The city appreciates all that Ms. Camp has brought to the city and residents. C. Waste Connections Award High School Scholarships The City Manager reported that Waste Connections provided scholarships to Clear Creek Independent School District (CCISD) and Friendswood Independent School District (FISD) graduating seniors as part of their community involvement within the City of Friendswood. Each school's scholarship committee selects the recipients and the scholarships are awarded according to financial need, academics, and community service. This year's scholarship recipients were Lauren In from Clear Brook High School, Kaylan Do from Clear Springs High School, and Faith Perry from Friendswood High School. D. Hurricane Harvey Update The City Manager reported that Staff continues to make progress on properties remaining in the Hazard Mitigation Grant Program. Staff will present a proposal for demolition services associated with the buyouts later this meeting. Staff received word that Federal Emergency Management Agency (FEMA) has obligated funding for the Texas Water Development Board Flood Mitigation Assistance grant project to acquire four Severe Repetitive Loss Properties along Clear Creek and Cowards Creek. Two of the four properties in the program have been closed on or soon to be closed on, negotiations are reaching a conclusion on another, and one property has been disqualified based on repairs made. Staff will present a Request for Proposal (RFP) awarding a contract for demolition services associated with these properties later this meeting. Community Development Block Grant— Disaster Recovery Program for Harris County held a kick-off meeting with Harris County was held for the Blackhawk Facility, and a contract has been finalized with Harris County for the Forest Bend Detention Project. In regard to Community Development Block Grant— Disaster Recovery Program for Galveston County the Texas General Land Office (dLO) has approved and started contracting phases for two acquisition projects (Frenchman's Creek and Deepwood), two infrastructure projects (Deepwood flood control and utility line burial underneath Clear Creek). Staff will present an interlocal agreement with GCCDD later this meeting to acquire nine properties along Clear Creek. E. Coronavirus Disease 2019 (COVID-19) Update The City Manager reported that COVID-19 has had a significant impact not just to the City of Friendswood and our region but globally also. Daily totals are posted to the city's social media pages, Staff is working with state and federal officials in pursuing Coronavirus Relief Funding via the CARES ACT, funding available for municipalities and counties to offset some of the cost incurred related to COVID-19 response, and cost to maintain social distancing guidelines. Staff has continued to follow the city's Continuity of Operation and Pandemic Plans, ensured the provision of vital services, ramped up disinfecting efforts of employee workspaces/vehicles, 06/01/20 5106 enacted use of personal protective equipment (PPE) for first responder activities that engage the public, and secured hotel resources for employees/first responders that may need to be quarantined. Almost all city facilities have been re-opened to the public with safety measures in place following state and county executive orders. The city continues to communicate with residents through social media, the city's website, and email communication. The economic recovery team continues to evaluate existing programs and monitor local conditions. Utility cutoffs will resume for lack of payment for habitual offenders and will work with customers to form a payment plan. Cancelled/modified events and activities include virtual Memorial Day remembrance, evaluating Concerts in the Park with a possible drive-in style event, cancelled Summer Day Camp, evaluating modifications to the Fourth of July celebration, street maintenance sales tax reauthorization election has been moved to November, and county primary runoff elections will be housed in the library. Due to COVID-19, changes to the Fourth of July celebration, including the day and night time festivities, have been cancelled, and the parade has been modified to take the parade to residents. Discussion took place between Mayor, Council, and City Manager Morad Kabiri regarding Staff is currently working on procuring funds to allow for more permanent safety measures and improvements to allow for social distancing, temperature checks are being performed on a departmental level basis, only in secured areas, and anyone with a temperature greater than 100.4 is asked to go home. 8. Communications from Committees and Special Reports ' A. Annual Report from Library Board Chair Diane Freeman Library Board Chair Diane Freeman was not in attendance to present the committee's annual report. Library Director Matt Riley presented the annual report from a PowerPoint presentation prepared by Ms. Freeman. 9. Discussion and Possible Action A. City Manager Morad Kabiri explained there was not a Public Works portion with the enterprise software purchased a few years ago for the Administrative Services and Community Development Departments. Current software being used by the Public Works Department is no longer serviced or maintained by software vendors. The software needs to transition before there are major issues, and funding was included in last year's budget. F. Resolution R2020-17: A resolution adopting Rules of Procedure for the Planning and Zoning Commission of the City of Friendswood, Texas, pursuant to authority contained in Section 2- 3 of the Code of the City of Friendswood, Texas; and repealing Resolution No. R2019-15. **Councilmember Scott moved to approve Resolution No. R2020-17—A resolution adopting Rules of Procedure for the Planning and Zoning Commission of the City of Friendswood, Texas, pursuant to authority contained in Section 2-3 of the Code of the City of Friendswood, Texas; and repealing Resolution No. R2019-15. The motion was seconded and approved unanimously. 12. Communications from the Mayor and Councilmembers 06/01/20 5110 Councilmember Rockey stated John Mizell, previous property owner of the city owned property on Shadwell Lane, requested Council consider naming a portion of the property Eagle Heart, eagles do nest on the property, and Mr. Mizell would like to donate an eagle statue he has purchased. City Manager Morad Kabiri stated if Council is interested, an item could be placed on a future agenda. Councilmember Branson congratulated Friendswood Volunteer Fire Department Emergency Medical Services (EMS) Chief Lisa Camp on receiving the Lifetime Achievement Award. She received a phone call from a resident that said they sleep better at night knowing that the Friendswood Police Department is protecting the city, and she feels the same way. Councilmember Hanks stated Keep Friendswood Beautiful (KFB) has been busy, meetings have been held virtually, have lots of plans for Stevenson Park, working on the Fairy Trail Garden, and the Pollinator Garden. The Planning and Zoning Commission (P&Z) has continued to meet, and Staff sent a report recapping what P&Z is doing. The virtual Memorial Day video was awesome, should submit for an award, misses doing activities together as a community, but appreciates the effort being made to keep those celebrations as part of the community even though they are being done a little differently. She congratulated Friendswood Volunteer Fire Department Emergency Medical Services (EMS) Chief Lisa Camp on receiving the Lifetime Achievement Award. Councilmember Erenwert congratulated Friendswood Volunteer Fire Department Emergency ' Medical Services (EMS) Chief Lisa Camp on receiving the Lifetime Achievement Award, and the Friendswood Public Library on their impressive report on the way they have adapted services during the pandemic. It is pretty impressive all the cars that have gone through the drive-thru and all the things they are doing to stay busy. Mayor Foreman stated this is the City of Friendswood's 125th year, and read a note from Friendswood Historian Joycina Baker to commemorate a few dates. "On February 12, 1895, the Frank Brown family came to Galveston County on a train and ended up in Alvin. The families of T.H. and A.W. Louis founded the Friendswood Colony on June 10, 1895. Nine days from today the city will be celebrating 125 years since Friendswood Colony was founded." Friendswood Colony was registered with Galveston County according to the original survey map. With concurrence of Council, Mayor Foreman moved to Agenda Item 156, Consideration an possible action regarding the annual review of the City Attorney. A. Consideration and possible action regarding the annual review of the City Manager. **Mayor Foreman moved to approve giving the City Manager a 2.75% salary increase.
