AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2019-38, PASSED AND
APPROVED OCTOBER 7, 2019, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2019-2020 BY
APPROVING "BUDGET AMENDMENT VII" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2019-
2020"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2019-38, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2019-2020"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2019-2020;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2019-2020," is hereby amended for municipal purposes as shown on "Budget
Amendment VII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2019-2020"attached hereto. Said Budget Amendment VII shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A" and "B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2019 — 2020
Budget Amendment VII
June 1, 2020
1. FVFD Capital Equipment, $103,000. Appropriate funds to purchase fifteen thermal
imagers for $50,000 and to have maintenance performed on the 2000 Ladder Truck for
$53,000. The funding source will be Fire/EMS donation funds.
2. Appraisal Review Service Contracts, $14,250. Appropriate advance funding for contracts
for appraisal services with Integra Realty Resources. One contract, not to exceed $11,250,
will be for appraisal services performed on fifteen lots associated with the HMGP Buyout
program. A second contract, not to exceed $3,000, will be to perform appraisals on four
properties associated with the TWDB FMA Grant. The funding source will be unassigned
general fund balance and will be reimbursed once grant funding has been received from the
agencies.
3. Texas Water Development Board Buy-out Program Grant, $594,039. Appropriate
advance funding to purchase 301 Castlewood through the Texas Water Development Board
Buy-out Program grant. The City was awarded a grant through FEMA and Texas Water
Development Board in January 2020. The funding source will be unassigned general fund
balance and will be reimbursed once grant funding has been received from the State
agency.
4. Equipment for Engineering Department, $30,000. Transfer funds to the Engineering
department equipment accounts to purchase a multi-function printer and plotter, Bluebeam
Revu software and tablets. Equipment will be used to support the streets improvements
capital projects. Funds will be transferred from the asphalt streets operating account to the
Engineering equipment accounts.
5. Library Newspaper Digitization Project, $13,831. Appropriate funds to preserve and
digitize both local newspapers at the Library. Currently, the Library has digitized the local
newspapers into bound books from 1970 to 1997. This project would digitize the remaining
and future years. Through the digitization process, the newspapers will become a
searchable database that is accessible to the public at the Library. The funding source will
be from unassigned general fund balance Library Board Reserves.
6. Public Safety Building Phase 2 and Fire Station #2 Pre-Construction, $300,000.
Appropriate funding in advance for engineering and design services related to Public Safety
Building Phase 2 and Fire Station #2. The funding source has been identified as unassigned
general fund balance and will be reimbursed when Round 2 of the bonds authorized in 2019
are issued.
7. Friendswood Lake Boulevard, $36,500. Appropriate funds services to remove trees and
clear brushing from the Friendswood Lakes Boulevard right of way. This work needs take
place before the transmission pole can be relocated. The transmission pole is in the middle
of the projected path for the expansion of the boulevard. Council approved the relocation
of the pole at the February 3, 2020 Council meeting. The Friendswood Lakes Boulevard
project is a joint project with the Galveston County Bond Program. The funding source will
be assigned general fund balance.
8. Flood Stream Gages, $21,100. Appropriate funds for the inter-local agreement with Harris
County Flood Control District. The City Council meeting agenda for June 1, 2020 will include
a recommendation for Council's consideration to approve an inter-local agreement with
HCFCD for the installation and maintenance of two flood stream gages. The gages will be
located at West Castlewood at Coward's Creek and S. Friendswood Drive at Chigger Creek.
The cost for equipment and installation is $21,100. The funding source will be unassigned
general fund balance.
