AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2019-38, PASSED AND
APPROVED OCTOBER 7, 2019, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2019-2020 BY
APPROVING "BUDGET AMENDMENT V" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2019-
2020"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2019-38, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2019-2020"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2019-2020;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2019-2020," is hereby amended for municipal purposes as shown on "Budget
Amendment V" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2019-2020" attached hereto. Said Budget Amendment V shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A"and"B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2019 — 2020

April 6, 2020
1 . Texas Water Development Board Buy-out Program Grant-Services Contract, $20,000.
Appropriate advance funding for the service contract with Jeffrey S. Ward and Associates
(JSWA). The City was awarded a grant through FEMA and Texas Water Development
Board in January 2020 for Hurricane Harvey related property buy-outs. One hundred
percent (100%) of the cost for services are covered under the grant. The funding source
will be unassigned general fund balance and will be reimbursed once grant funding has been
received from the State agency.
2. Texas Water Development Board Buy-out Program Grant, $503,967. Appropriate
advance funding to purchase 222 Shadwell Lane through the Texas Water Development
Board Buy-out Program grant. The City was awarded a grant through FEMA and Texas
Water Development Board in January 2020. The funding source will be unassigned general
fund balance and will be reimbursed once grant funding has been received from the State
agency.
3. Parks and Recreation Playground Equipment Donation, $5,201. Appropriate a donation
received from the Friendswood Rotary Club for playground equipment at Renwick Park. The
Friendswood Rotary Club was awarded a grant from Rotary International for playground
equipment for area parks. The donation will reimburse the Parks division for the cost of the
playground equipment already purchased and installed at Renwick Park.
4. Keep Texas Beautiful Grant, $1,250. Appropriate additional funds received from Keep
Texas Beautiful H-E-B Green Bag Grant. In addition to the already awarded amount in
January 2020 of$1 ,500, the City received an additional $1 ,250 to help fund educational and
programmatic projects. Funds will be appropriated to the Keep Friendswood Beautiful
division's operating supplies account budget for the fairy trail in Stevenson Park.
5. Parks & Recreation Photo Contest Sponsor, $500. Appropriate donation received for
the Keep Friendswood Beautiful photo contest event. Hometown Bank's donation will be
appropriated back to KFB operating supplies account.
6. Parks & Recreation Dog Park Monument Sign, $25,060. Appropriate funds to purchase
and install a Dog Park monument sign at Old City Park. The funding source for this has
been identified as the 2016 General Obligation Bonds.
7. Police Investigation Fund, $7,857. Appropriate asset forfeiture funds to the Police
Investigation Fund (PIF) operating equipment account. A high-speed laptop computer and
mapping software will be purchased to be used in conjunction with drone equipment, the
police staff will be able to map crime scenes and serious injury/fatality accident scenes.
Funds will be allocated from the Police Investigation federal unassigned fund balance.
8. Police Investigation Fund, $4,584. Appropriate asset forfeiture funds to the Police
Investigation Fund (PIF) operating equipment account. Equipment is being purchased to
upgrade the daily body armor with hard plates. Funds will be allocated from the Police
Investigation federal unassigned fund balance.
9. Police Department Active 911 Communications Reimbursement, $2,388. Appropriate
reimbursement from outside agencies for internet paging subscribers services with Active
911. The reimbursement will be appropriated to the Police Communication division's
operating services account.
10.City Hall Conference Room Furniture, $5,640. Appropriate funds to upgrade furniture in
the large conference room in City Hall. Funds from the unassigned general fund balance
will be appropriated back to the City Manager's operating budget.
