FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR MIKE FOREMAN MAYOR PRO-TEM SALLY BRANSON COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER TRISH HANKS COUNCILMEMBER ROBERT J. Call to order Mayor Foreman called the meeting to order. 2. Pledge of Allegiance— United States and Texas (HONOR THE TEXAS FLAG; I PLEDGE ALLEGIANCE TO THEE, TEXAS, ONE STATE UNDER GOD, ONE AND INDIVISIBLE) Mayor Foreman led the Pledge of Allegiance to the United States and to the State of Texas. 3. Invocation The invocation was given by City Manager Morad Kabiri. 4. Communications from the Public Communications from the Public (To comply with provisions of the Open Meetings Act,the City Council may not deliberate on items discussed under this agenda item.The Council may refer this item to the City ' Manager or direct this item to be placed on the next regular Council agenda. PowerPoint presentations are not conducted during the citizen comment period. Out of respect for those speaking during public comment, please refrain from any outbursts or interjections to include, but not limited to, applause and/or disparaging noises from the audience. Doing so discourages others from voicing their thoughts and opinions, and disrupts the meeting. Furthermore, any personnel complaints against a City employee aside from the City Manager, City Secretary, City Attorney or Municipal Judge cannot be discussed under this 02/08/20 5061 section. Please contact the City Manager's office for concerns involving a City employee.) Ron Lovely, Friendswood resident, addressed Council and stated a lot of work has been done on ' drainage, follow the data, use Rice University Hydrology Lab design for larger past storms, stay true to terracing methodology, project management, do not skip steps, planning, fit measurements into the plan, excavate Forest Bend only where you need to do terracing such as Oxnard Park, hire best proposal manager for Community Development Block Grant funding and others, big opportunity and should be done right. 5. Discussion and Possible Action A. Discussion and possible action regarding City operations, planning, and goal setting for the City of Friendswood. A lengthy discussion was held between Mayor, City Council, and Staff regarding long-term planning and goal setting for the City of Friendswood. An update to the Comprehensive Plan including goals/objectives, baselines studies, Major Thoroughfare Plan, Parks and Open Space Plan, Communities Facilities Plan, Utility Systems, Master Drainage Plan, and Future Land Use Map. 2019 bond project identification includes Blackhawk Public Works facility, Public Safety Building expansion, and Fire Station No. 2 and training field. City flood control projects include Master Drainage Plan — Flood Control, Master Drainage Plan — Street Flooding, partnering opportunities with Galveston County Master Drainage Plan, Imperial Estates terracing/in-line detention, lower Clear Creek and Dickinson Bayou partnered studies, Whitcomb/Clear Creek Community Church ' property, Shadwell Lane in-line detention, upper Oxnard Park shelving/in-line detention, lower Oxnard Park shelving/in-line, Minglewood Lane terracing, Frenchman's Creek terracing/in-line detention, Forest Bend offline detention, Blackhawk Waste Water Treatment Plant terracing/in-line detention, Dixie Farm Road offline detention, and additional storm drainage and flood control projects including Deepwood shelving. 6.
