HomeMy WebLinkAboutOrdinance No. 2020-09 ORDINANCE NO.2020-09 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 2019-38, PASSED AND APPROVED OCTOBER 7, 2019, SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2019-2020 BY APPROVING "BUDGET AMENDMENT III" TO THE "ORIGINAL GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2019- 2020"; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. * * * * * * * * * * WHEREAS, by Ordinance No. 2019-38, the City Council of the City of Friendswood, Texas, adopted its"Original General Budget for Fiscal Year 2019-2020"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2019-2020; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2019-2020," is hereby amended for municipal purposes as shown on "Budget Amendment III" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year 2019-2020" attached hereto. Said Budget Amendment III shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law, a true and correct copy of which is attached hereto as Exhibits"A"and "B" and made a part hereof for all purposes. Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more parts. Preliminary Engineering Services on Whitcomb Tract, $20,150. Appropriate funding to conduct terracing analysis on the Whitcomb property located along Clear Creek next to FM 528. This is the engineering work that will be done in relation to the Memorandum of Understanding with Clear Creek Community Church. The services will be performed by Dannenbaum Engineering Corporation. The funding source for this service will be unassigned general fund balance. 2. Friendswood Lakes Boulevard, $186,000. Appropriate funds to move a high voltage transmission pole for the Friendswood Lakes Boulevard project. The transmission pole is in the middle of the projected path for the expansion of the boulevard. The Friendswood Lakes Boulevard project is a joint project with the Galveston County Bond Program. The funding source will be assigned general fund balance. 3. Hurricane Harvey Buyout Lots, $472,483. Appropriate advance funding to purchase three homes through the Hazard Mitigation Grant Program. The City applied for and was awarded a federal grant through the Texas Division of Emergency Management for the buyout and demolition of homes flooded during Hurricane Harvey. The three properties that have agreed to the terms of the buyout are 810 Quaker Drive, 16614 Oxnard and 5303 Shady Oaks Lane. The funding source will be unassigned general fund balance and will be reimbursed once grant funding has been received from the State agency. 4. Library Book Sales, $4,476. Appropriate Library book sale revenue to the Library department's operating budget. The funds will be appropriated to the Library's operating budget for books to be used in fiscal year 2020. 5. Animal Control Donation, $5,000. Appropriate donation received from Ms. Linda Rudd. The donation will be used to help with pet adoptions. The funds will be appropriated to the Animal Control's operating services budget. 6. Police Department Vehicle Insurance Reimbursement, $119. Appropriate insurance reimbursements received from Texas Municipal League Intergovernmental Risk Pool. Funding will be appropriated to the Police Department Patrol division's vehicle maintenance account for repairs made to unit P403. 7. Grant Application Assistance, $4,400. Appropriate funds for sub-consultant services with RJN Group. The City is interested in seeking grant funding from the Texas Water Development Board's (TWDB) Flood Infrastructure Fund (FIF) for the purposes of developing a master drainage plan. The City is contracting with RJN for assistance with the initial FIF Abridged Application. The funding source for this service will be unassigned general fund balance.
