ORDINANCE NO. 2019-45
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF FRIENDSWOOD, TEXAS, CANVASSING THE
RETURNS OF THE NOVEMBER 05, 2019, CITY OF
FRIENDSWOOD SPECIAL BOND ELECTION FOR SIX
BOND PROPOSITIONS.

WHEREAS,this City Council ordered an election to be held in said City on November 5,
2019 on the Propositions hereinafter stated; and
WHEREAS, said City Council has investigated all matters pertaining to said election,
including the ordering, giving notice, appointing election officers, holding and making returns of
said election; and
WHEREAS,the election officers who held said election have duly made the returns of the
result thereof, and said returns have been duly delivered to said City Council.
WHEREAS, it is hereby officially found and determined that the meeting at which this
Ordinance was adopted was open to the public, and public notice of the time, place and purpose
of said meeting was given, all as required by Chapter 551, Texas Government Code.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS:
Section 1. That the City Council officially finds and determines that said election was duly
ordered, that proper notice of said election was duly given, that proper election officers were duly
appointed prior to said election, that said election was duly held, that the City has complied with
Ord No.2019-45 3
the Federal Voting Rights Act and the Texas Election Code, that due returns of the result of said
election have been made and delivered, and that the City Council has duly canvassed said returns,
all in accordance with law and the Ordinance calling said election.
Section 2. That the City Council officially finds and determines that the following votes
were cast at said election, on the submitted Propositions by the resident, qualified electors of said
City, who voted at the election:
CITY OF FRIENDSWOOD, TEXAS SPECIAL ELECTION
CITY OF FRIENDSWOOD, TEXAS PROPOSITION A
FOR THE ISSUANCE OF $2,000,000 TAX BONDS BY THE CITY OF
FRIENDSWOOD, TEXAS FOR DESIGNING, CONSTRUCTING,
2,206 IMPROVING, AND EXPANDING THE MUNICIPAL PUBLIC
WORKS FACILITY LOCATED OFF OF BLACKHAWK
AGAINST BOULEVARD IN THE CITY. TAXES SUFFICIENT TO PAY THE
PRINCIPAL OF AND INTEREST ON THE BONDS WILL BE
2,139 IMPOSED.
CITY OF FRIENDSWOOD, TEXAS SPECIAL ELECTION
CITY OF FRIENDSWOOD, TEXAS PROPOSITION B
FOR THE ISSUANCE OF $9,100,000 TAX BONDS BY THE CITY OF
FRIENDSWOOD, TEXAS FOR CONSTRUCTING, IMPROVING,
2,396 RENOVATING AND EQUIPPING PUBLIC SAFETY FACILITIES FOR
THE FIRE AND POLICE DEPARTMENTS, CONSISTING OF THE
AGAINST MUNICIPAL PUBLIC SAFETY BUILDING AND A NEW FIRE
STATION AND TRAINING FIELD TO REPLACE FIRE STATION
1,963 NUMBER 2 IN THE CITY. TAXES SUFFICIENT TO PAY THE
PRINCIPAL OF AND INTEREST ON THE BONDS WILL BE
IMPOSED.
CITY OF FRIENDSWOOD, TEXAS SPECIAL ELECTION
CITY OF FRIENDSWOOD, TEXAS PROPOSITION C
FOR THE ISSUANCE OF $9,000,000 TAX BONDS BY THE CITY OF
FRIENDSWOOD, TEXAS FOR DESIGNING, CONSTRUCTING,
1,708 IMPROVING, AND EXPANDING THE MUNICIPAL COMMUNITY
CENTER LOCATED OFF OF MORNINGSIDE DRIVE IN THE CITY.
AGAINST TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST
ON THE BONDS WILL BE IMPOSED.

CITY OF FRIENDSWOOD, TEXAS PROPOSITION D
THE ISSUANCE OF $7,600,000 TAX BONDS BY THE CITY OF
FOR FRIENDSWOOD, TEXAS FOR IMPROVING, RENOVATING,
UPGRADING AND RECONSTRUCTING TRANSPORTATION AND
2,029 PEDESTRIAN FACILITIES IN THE CITY, INCLUDING
IMPROVEMENTS TO EXISTING STREETS AND ROADS IN THE
CITY AND OTHER RELATED COSTS, INCLUDING THE
AGAINST EXTENSION OF FRIENDSWOOD LAKES BOULEVARD (ALSO
KNOWN AS FRIENDSWOOD PARKWAY), THE INSTALLATION
2,317 OF SIDEWALKS THROUGHOUT THE CITY AND VARIOUS
TRAFFIC ENHANCEMENTS ALONG MAJOR COLLECTOR AND
ARTERIAL ROADWAYS IN THE CITY. TAXES SUFFICIENT TO
PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS WILL
BE IMPOSED.
CITY OF FRIENDSWOOD, TEXAS SPECIAL ELECTION
CITY OF FRIENDSWOOD, TEXAS PROPOSITION E
FOR THE ISSUANCE OF $8,000,000 TAX BONDS BY THE CITY OF
FRIENDSWOOD, TEXAS FOR DESIGNING, CONSTRUCTING,
2,124 IMPROVING, EXPANDING AND EQUIPPING PARKS, TRAILS
AND RECREATIONAL FACILITIES IN THE CITY, AND THE
ACQUISITION OF LAND AND INTERESTS IN LAND FOR SUCH
AGAINST PURPOSES,INCLUDING IMPROVEMENTS TO,AND EXPANSION
OF, STEVENSON PARK, OLD CITY PARK, RENWICK PARK, 1776
2,209 PARK AND THE CITY POOL. TAXES SUFFICIENT TO PAY THE
PRINCIPAL OF AND INTEREST ON THE BONDS WILL BE
IMPOSED.
CITY OF FRIENDSWOOD, TEXAS SPECIAL ELECTION
CITY OF FRIENDSWOOD, TEXAS PROPOSITION F
FOR THE ISSUANCE OF S41,000,000 TAX BONDS BY THE CITY OF
FRIENDSWOOD, TEXAS FOR CONSTRUCTING, ACQUIRING
2,960 AND INSTALLING STORMWATER DRAINAGE AND FLOOD
CONTROL IMPROVEMENTS ALONG CLEAR CREEK
THROUGHOUT THE CORPORATE LIMITS OF THE CITY,
AGAINST INCLUDING DREDGING, CHANNEL IMPROVEMENTS AND
RELATED INFRASTRUCTURE AND UTILITY RELOCATION AND
1,399 THE ACQUISITION OF LAND AND INTERESTS IN LAND
NECESSARY FOR SAID IMPROVEMENTS. TAXES SUFFICIENT
TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS
WILL BE IMPOSED.

Section 3. That the City Council officially finds, determines and declares the result of said
election to be that the aforesaid Propositions have received the votes shown above, and that the
Propositions shown above as receiving a majority of votes in favor thereof, being Propositions A,
B and F, have therefore passed, and that the bonds authorized by Propositions A, B and F may be
issued and the aforesaid bond tax supporting said bonds may be levied by the City. All other
Propositions shown above have failed to receive a majority of votes in favor, and therefore no
bonds may be issued and no bond tax may be levied for the purposes described in Propositions C,
D andE.

We, the undersigned officers of the City Council of the City of Friendswood, hereby certify as
follows:
1. The City Council of the City of Friendswood convened in a REGULAR MEETING ON THE
18TH DAY OF NOVEMBER,2019, at the appointed meeting place, and the roll was called of the duly
constituted officers and members of the Council,to wit:

was duly introduced for the consideration of the Council. It was then duly moved and seconded that the
Ordinance be passed; and, after due discussion,the motion, carrying with it the passage of the Ordinance,
prevailed and carried by the following vote:
AYES: All members of the Council shown present above voted "Aye," except as set forth below.
NOES: None ABSTAIN: None
2. That a true,full and correct copy of the aforesaid Ordinance passed at the Meeting described in
the above and foregoing paragraph is attached to and follows this Certificate;that the Ordinance has been
duly recorded in the Council's minutes of the Meeting;that the above and foregoing paragraph is a true,full
and correct excerpt from the Council's minutes of the Meeting pertaining to the passage of the Ordinance;
that the persons named in the above and foregoing paragraph are the duly chosen, qualified and acting
officers and members of the Council as indicated therein; that each of the officers and members of the
Council was duly and sufficiently notified officially and personally, in advance, of the time, place and
purpose of the aforesaid Meeting, and that the Ordinance would be introduced and considered for passage
at the Meeting, and each of the officers and members consented, in advance,to the holding of the Meeting
