FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR MIKE FOREMAN MAYOR PRO-TEM SALLY BRANSON COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER ROBERT J. GRIFFON COUNCILMEMBER BRENT ERENWERT CITY ATTORNEY MARY KAY FISCHER CITY MANAGER MORAD KABIRI CITY SECRETARY MELINDA WELSH Councilmembers Trish Hanks and John Scott were absent from the meeting. ' 1. Call to order Mayor Foreman called the meeting to order. 2. Invocation — Pastor Lynn Colby, Calvary Chapel The invocation was given by Pastor Lynn Colby with Calvary Chapel. 3. Pledge of Allegiance to the United States and Texas Flags — Girl Scouts Penelope Pakizer and Eleanor Pakizer with Troop 143007 (HONOR THE TEXAS FLAG; I PLEDGE ALLEGIANCE TO THEE, TEXAS, ONE STATE UNDER GOD, ONE AND INDIVISIBLE) Girl Scouts Penelope Pakizer and Eleanor Pakizer with Troop 143007 led the Pledge of Allegiance to the United States and to the State of Texas. 4. Communications from the Public (To comply with provisions of the Open Meetings Act, the City Council may not deliberate on ' items discussed under this agenda item. The Council may refer this item to the City Manager or direct this item to be placed on the next regular Council agenda. PowerPoint presentations are not conducted during the citizen comment period. Out of respect for those speaking during public comment, please refrain from any outbursts or interjections to include, but not limited to, applause and/or disparaging noises from the audience. Public Hearing To receive comments from the public, both oral and written, regarding: A. Proposed Tax Rate for Fiscal Year 2019-20 Mayor Foreman called a Public Hearing to order to receive comments from the public, both oral and written, regarding the proposed tax rate for Fiscal Year 2019-2020. City Manager Morad Kabiri stated Staff recommends to lower the tax rate by a penny. The proposed tax rate would still be over the Effective Tax Rate. Mayor Foreman asked if anyone would like to speak in favor or in opposition to the proposed tax rate for Fiscal Year 2019-2020. No one spoke. 6. Communications from the Mayor and Councilmembers Councilmember Griffon wished his daughter Abby a Happy Birthday. Councilmember Branson stated the ribbon cutting ceremony for the canoe launch at 1776 Park will ' be October 7, 2019. Councilmember Rockey stated there is one or two days left to purchase tickets to the Friendswood Public Library Gala. Mayor Foreman stated the Friendswood Public Library Gala will be a good time. 7.
