MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS
HELD ON MONDAY, SEPTEMBER 23, 2019, AT 07:00 PM AT FRIENDSWOOD CITY HALL
COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Mike Foreman was absent from the meeting.
' 1. Call to order
\ Mayor Pro-Tern Branson called the meeting to order.
2. Invocation — Pastor Ralph Hobratschk, Hope Lutheran Church
The invocation was given by Pastor Ralph Hobratschk with Hope Lutheran Church.
3. Pledge of Allegiance to the United States and Texas Flags —Shooting Stars Girl Scouts
Paige Armstrong and Alexandra Castillo with Troop 143007
(HONOR THE TEXAS FLAG; 1 PLEDGE ALLEGIANCE TO THEE, TEXAS, ONE STATE UNDER
GOD, ONE AND INDIVISIBLE)
Shooting Stars Girls Scouts Paige Armstrong and Alexandra Castillo with Troop 143007 led the
Pledge of Allegiance to the United States and to the State of Texas.
4. Communications from the Public

Mayor Pro-Tem Branson asked if anyone would like to speak. No one spoke.
6. Public Hearing
To receive comments from the public, both oral and written, regarding:
A. Proposed Tax Rate for Fiscal Year 2019-20
Mayor Pro-Tem Branson called a Public Hearing to order to receive comments from the public, both
oral and written, regarding the proposed tax rate for Fiscal Year 2019-2020.
City Manager Morad Kabiri stated Staff received the certified values after the last Council meeting,
and is recommending to lower the tax rate by a penny. The proposed tax rate would still be over
the Effective Tax Rate.
Mayor Pro-Tem Branson asked if anyone would like to speak in favor or in opposition to the
proposed tax rate for Fiscal Year 2019-2020. No one spoke.
6. Discussion and Action
A. Discussion and possible action regarding approving a contract with Harris County for ,
Election Services.
**Councilmember Scott moved to approve a contract with Harris County for Election Services.
The motion was seconded and approved 6-0.
7. Communications from the Mayor and Councilmembers
Mayor Pro- Tern Branson expressed condolences from the City of Friendswood for the Gordon
family on the loss of their son Cole. The City of Friendswood flag will be flown at half-mast in honor
of Cole Gordon until services have been completed.
Councilmembers Rockey, Hanks, Griffon, Scott, and Erenwert stated they had nothing to report.
8. Consent
Consideration and possible action regarding the following:
A. Approving the Minutes of the August 12, 2019, Council Meeting
**Councilmember Scott moved to approve all items on the Consent Agenda as presented: A. ,
Approving the Minutes of the August 12, 2019, Council Meeting.
The motion was seconded and approved 6-0.

9. Adjournment
The meeting was adjourned at 7:06 PM.
