Mayor Foreman called the meeting to order.
' Councilmember Griffon gave the invocation and led the Pledge of Allegiance to the United States and to
the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Phil Ratisseau, Friendswood resident, addressed Council and stated his wife, Connie Ratisseau, has
been part of the drainage team and paid attention, heard from organization that they are ready to partner;
Citizen Advisory Team (CAT) will start full fledge dialogue, will try and get something done, suggested
Council put together a CAT for drainage on Clear Creek to work with engineers hired, recommends his
wife, on contingency of bond proposal, do not have a design for terracing, contingency for buyouts,
dropped $50,000 for buyouts, dropped cost per citizen, and would like to see higher contingency.
WORK SESSION
A lengthy discussion was held between Mayor, City Council, facilitator Joe Gonzalez with the
Management Connection, Inc., and Staff regarding long-term planning and goal setting for the City of
Friendswood. Staff provided an update from the February 2019 Council retreat, Drainage Subcommittee
recommendations, bond consideration, bond language, bond counsel and Secretary of State will review
all bond language, tax rate capacity, additional bond projects to consider, Comprehensive Plan explained
and needs to be updated, and will be incumbent on Council to educate voters on bond issues.
The meeting was adjourned at 10:41 AM.
