R2005-35 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, COMMENTING ON THE U.S. ARMY CORPS OF ENGINEERS NATIONAL ECONOMIC DEVELOPMENT PLAN FOR CLEAR CREEK. * * * * * * * * * * WHEREAS, the City of Friendswood is located in northern Galveston and Harris Counties; and WHEREAS, Clear Creek is a major drainage artery that carries floodwaters through Galveston and Harris Counties to Galveston Bay; and WHEREAS, the City of Friendswood and other parts of northern Galveston, Brazoria, and Harris Counties have been severely affected by flooding along Clear Creek for over 30 years; and WHEREAS, the population explosion that has occurred in recent years in northern Galveston County has greatly impacted the effectiveness of waterway and drainage facilities in this area; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Reevaluation Report (GRR) and Review of the Clear Creek Project (PROJECT) is currently in progress; and WHEREAS, a draft of the National Economic Development Plan (NED PLAN), which is one major portion of the overall GRR, has recently been completed by the Corps; and WHEREAS, the NED PLAN has several components that are either completely omitted or not provided for adequately; and WHEREAS, the City of Friendswood is greatly affected by the entire NED PLAN and its various components; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS; Section 1. That the City Council of the City of Friendswood hereby finds and determines that the NED PLAN, as now proposed, will have adverse consequences on citizens in or near the Clear Creek drainage area. Section 2. That the City Council of the City of Friendswood hereby finds and determines that the following components must be added to make the PROJECT viable. A. In order to remove flow restrictions caused by the Interstate Highway 45 service road bridges at Clear Creek, the bridges should be raised and the channel improved to increase flow capacities at these locations; B. In addition to the selective clearing and de-snagging proposed in the NED PLAN, improvements such as high water bypasses and reestablishment of oxbows should be installed or constructed between Interstate Highway 45 and Farm to Market Road 2351; C. High water bypasses, reestablishment of oxbows, and selective clearing and de-snagging should be installed or constructed between Farm to Market Road 2351 and Dixie Farm Road, as opposed to the exclusion of any improvements in this area under the NED PLAN. Section 3. The City Council hereby objects to any proposed watershed improvements that would negatively impact downstream properties unless such impact is fully mitigated. Section 4. The City Council hereby specially objects to any proposed improvements to the watershed that would adversely affect the economic well-being or drainage in the City of Friendswood.
