R2019-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS AFFIRMING THE DRAINAGE SUBCOMMITTEE'S FINDINGS THAT FRIENDSWOOD IS SUBJECT TO HIGH INTENSITY HISTORIC LEVEL OF FLOODING EVENTS CAUSED BY CLEAR CREEK BEING INCAPABLE OF CONTAINING WATERSHED RAINWATER WITHIN ITS CURRENT BANKS; NECESSITATING A CAUSE FOR ACTION TO PURSUE MITIGATION ACTIVITIES TO BETTER POSITION THE CITY FOR FUTURE FLOOD EVENTS. * * * * * * WHEREAS, after being chartered in July of 2018, the Drainage Subcommittee has accurately and appropriately highlighted the fact that the City of Friendswood is subject to periodic high intensity historic level flooding events caused by Clear Creek being incapable of containing watershed rainwater within its current banks; backing up tributaries; and WHEREAS, these events have caused significant property damage, displacement of families, economic impact, disruption of emergency services, and loss of life; and WHEREAS, a strategy is required to mitigate historic level flood events, which are happening at a regularity greater than rainstorm probabilities predict; and WHEREAS, the problem requires a plan that should include the engineering, costs, political realities, and will to act to overcome obstacles; and WHEREAS, the findings of the Drainage Subcommittee are more than sufficient for a Call to Action by the City Council of the City of Friendswood. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. That the facts and matters set forth in the preamble of this Resolution are hereby found to be true and correct and are incorporated herein and made a part hereof for all purposes. Section 2. That the City of Friendswood fully supports the Observations and Recommendations of the Subcommittee and will takes measures to further the recommendations identified.
