WHEREAS� the population of Galveston County has increased
some 25$ between 1970 and 1985 makinq it one of the fastest
growing counties in the State of Texas; and
WHEREAS, the City of Friendswood City Council of the City of.
Friendswood of the State of Texas , alonq with its sister and
villages as well as the Galveston Cvunty Commissioners ' Court is
charged with both the duty of orderly plannina to accommociate tt7e
increase in commerce, traffic and growth as well as the duty to
help insure that the health, puk�lic wel�are and property of its
citizens are protected; and
WNER_EAS, the State De��artment of Highways and Public
Transportation has submitted a ten-year construction program for
all of Galveston County which includes $157 million in State
funds for highway improvements throughout the County which will
become available only if additiona.l local funds in the projected
amount of $23 million for ri�ht-of-way, utility ac�justments,
storm sewers, and curbs and gutters are pravided; and
WNEREAS, in addit� on t.o the necessity of upgrading its
public roads and highways, The Friendswood City Council has
determined that due to the tremendous increase in Countywide
population the present county jail is not adequate in size or
facilities to properly confine prisoners ana other. per�ons who
may be leqally confined or detained by the City of Fr� enczswood in
the county jail and that in order to help alleviate the present
over crowded jail conditions and to bring tY,e county jail v�� tv
both State and Federal jail standards it appears that $10 million
in additions and improvements are needed; and
WHEREAS, the United States Government, through the Federal
Marshal ' s Office, will likely contribute $2 million �oward this
cost; and
WHERFAS, in addition to tbe problems of inadequate roads and
an overcrowded jail , flooding in the North end of Galveston
County has been and continues to be a major problem; and
WHEREAS, a cooperative flood control project to help
alleviate this problem has been aeveloped between the United
States government, Galveston and Harris Counties and Brazoria
County Drainage District No . 4; and
WHEREAS, in order to institut-.e this project it is necessary
that Galveston County appropriate $5 million toward this project;

WHEREAS, it is the opinion of tr,e Friendswood City Council
of Friendswood, Texas that all three of these projects are
essentia] in order to r�elp insure the econan�ic qrowth of our
county ano to help protect the health and welfare of our
citizens; and
WHEREAS, due to increased demands on our Friendswood
Governn�ent adequate funds are not presently available within the
City of Friendswood for these necessary and worthwhile projects;
and
WHEREAS, the problem being faced by the City of Friendswood
is not unique but is shared by c� ties and viJ_Iages tY�rouohout t.he
County of Galveston; and

WHEREAS, in order to accomplish these worthwhile goals the
Commissioners ' Court of Galveston County , Texas has agreed on
November 5, 1985 to hold an election throughout Galveston County
and to submit to duly qualified voters, the proposition of the
Issuance of $23, 000,000 Road Bonds and the Levying of the Tax in
Payment Thereof, the Issuance of $5, 000, 000 Seawalls and
Breakwaters, Levees, Dikes, Floodways and Drainage Bonds and the
Levying of the Tax in Payment Thereof and the Issuance of
$8,000, 000 Jail Bonds and the Levyinq of the Tax in Payment
thereof.
NOW, THEREFORE, BE IT RESOLV ED that the Friendswood City
Council of the City of Friendswood, Texas does hereby support the
passage of Propositions One, Two, Three and that all duly
qualified voters living within the Friendswood limits be called
upon to vote in their favor at the upcoming November 5 election.
UPON MOTION DULY MADE, SECONDED AND CARRIED, the above
