AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2018-28, PASSED AND
APPROVED OCTOBER 1, 2018, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2018-2019 BY
APPROVING "BUDGET AMENDMENT V" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2018-
2019"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2018-28, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2018-2019"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2018-2019;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2018-2019," is hereby amended for municipal purposes as shown on "Budget
Amendment V" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2018-2019" attached hereto. Said Budget Amendment V shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional;and the City Council of the City of Friendswood,Texas,declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2018 - 2019
Budget Amendment V
March 4, 2019
1. Police Department Vehicle Insurance Reimbursement, $2,232. Appropriate
insurance reimbursement received from Texas Municipal League Intergovernmental
Risk Pool. Funding will be appropriated to the Police Department Patrol division
vehicle maintenance account for repairs made to unit P410.
2. Fire Department Headquarters ADA Inspection, $1,279. Appropriate funds
remaining from 2015 bond proceeds for professional services. The ADA inspection
was completed but not billed to the City until January 31, 2019. Final invoice to
close out the project was received on January 31, 2019. Funding source will be
from the 2015 GO bond proceeds.
3. Public Work Vehicles, $83,457. Re-appropriate funds for the purchase of two
public work vehicles and additional equipment. Funds were appropriated in Fiscal
Year 2018. Purchase orders were voided due to errors in the ordering of the
vehicles and encumbrances were not rolled forward into the Fiscal Year 2019. The
funding source will be from the Vehicle Replacement Fund.
4. Library Donations, $288. Appropriate donations received to the Library
department. The funds will be appropriated to the Library operating equipment
budget to be used in fiscal year 2019.
5. Parks & Recreation Fun Run Flapjack Event Proceeds, $3,180. Appropriate
proceeds from the Flapjack Fun Run event held on December 1, 2018. Proceeds
will be used to purchase additional trash cans for the parks.
6. Parks & Recreation Lake Friendswood Donation, $2,000. Appropriate donation
received from Garrison Holt for an Eagle Scout project. The donation will be used to
purchase a map directory sign that will be installed at Lake Friendswood. The
donation was received on February 5, 2019. Funds will be appropriated to the Parks
division operating account.
7. Police Department Vehicles, $25,694. Appropriate additional funding to purchase
and outfit vehicles for the Police Administrative Division Unit P111 and Animal
Control Units AC9 and AC10. These vehicles are scheduled to be replaced in FY19.
Due to costs of the vehicles and necessary equipment, additional funds are needed
to outfit the vehicles appropriately. The funding source will be the Vehicle
Replacement Fund.

8. TML-IRP Insurance Reimbursement-Hurricane Harvey $48,486. Appropriate
insurance reimbursement received from Texas Municipal League back to
unassigned General Fund Balance. Funds were received for claims filed with TML-
IRP for damages to the Lift Stations and deductible reimbursement for the Shadwell
property.
9. Voice of Internet Protocol (VolP) Telephone System Replacement, $138,805.
Appropriate funding to replace the City's telephone system. The current system is at
the end of its useful life of technical support and with hardware becoming
increasingly harder to obtain. The project is expected to be completed within the
next 90 days. Cancellations of old and unused telephone lines and circuits in the
City's current telephone system will result in savings of approximately $175,000 in
future fiscal years. The funding source for the purchase of the new telephone
system will be unassigned general fund balance reserves.
