ANU URGING THE UNITEU S`I'11'1'ES CUNGRESS TO ACT
FAVORABLY ON THE FY87 BUUGE'I'.
WHEREAS, a serious flood problem exists in the Clear Creek
Watershed where existing residential arid commercial areas are
periodically subject to extensive darnages from rising waters in
the creek ; and
WHEREAS, in the City of Friendswood in July 1979, 160U out
of 3000 homes were flooded with coincident ecotiomic losses
exceeding $38, 000, 000; and
WHEREAS, in the City of Friendswood in Septer�iber 1979, 500
of these homes were again flooded; arid
WHEREAS, in the City of Friendswood in January 1980, 75 of
these homes were again flooded; arid
WHEREAS, the citizens continue to suffer ecoiior��ic loss and
mentaJ. anguish as a result of flooding; ax�d
WHEREAS, the citizens have been donating their time and
labor in an effort to clear the creeks arid banks of debris; and
WHEREAS, the United States Congress in 1968 authorized the
U.S. Army Corps of Engineers to design a flood control project
which would provide a significar�t measure of protection from
recurring flooding problems in the Clear Creek Watershed; and
WHEREAS, the study has been completed and a conser�sus has
been achieved by all local sponsors and entities and endorsed by
the 67th Texas Legislature; and -
WHEREAS, the project has been approved by the U.S. Army
Corps Dis�rict in Galveston and the Corps Southwest Division; and
WHEREAS, further delays will significantly increase the cost
of the project as well as the probability o£ additional flooding;
NOW THEREFORE

BE IT RESULVEU BY THE CITY CUUNCIL OF' 7.'HF CI`1'Y OF FRIENUSWODU; • .

Clear Creek Flood Control Project; and
THAT the City urge the Congress of the United States to
adopt the FY87 budget and appropriate coristruction furids to ttiat
the U.S. Army Corps of Engineers may begin the recti£ication
work as soon as possible; and
THAT the City urge the Congress to take whatever additiorial
action is necessary to expedite tt�e project and thereby reduce
the emotional, physical, and economic sufferitig due to flooding .
TH1�T the City Secretary forward official copies of this
resolution to the President of the Uriited States , to the S�eaker
of the House of Representatives and President of the Senate of
the United States Congress, and to all members of ttie Texas
Delegation to the Congress, with the request that this resolution
be officially entered in to the Congressi.onal Record .
