COUNCIL RETREAT
Mayor Foreman called the meeting to order.
City Manager Morad Kabiri gave the invocation and Mayor Foreman led the Pledge of Allegiance to the
United States and to the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Cheryl Johnson, Friendswood resident, addressed Council and stated Council should only fund projects
that can be completed in time frame, Capital Improvement Plan is substantial, every endeavor regwres
funding, is not your money but taxpayers, spend like it is your retirement, do not fear what legislatures will
do, will speak on tax caps, passed out document on impact of water and sewer rates, explained the
impact on her and her household, move cautiously, adopt only one year.
Melvin Doolan, Friendswood resident, addressed Council and stated he put out money for a sprinkler
system at his house to save money, city reneged on charging for the meter, bill has been outrageous, bil
in hand is$43 more and no more water.
WORK SESSION
A lengthy discussion was held between Mayor, City Council, facilitator Joe Gonzalez with The
Management Connection, Inc., and Staff regarding long-term planning and goal setting for the City o
Friendswood, overview of Drainage Subcommittee's progress, Comprehensive Plan completion needed
possible November Bond Election, forming a Bond Advisory committee, future Council discussion to
rejoin Bay Area Houston Economic partnership, and Council's priority moving forward should be water
and sewer funds, drainage, and streets.
The meeting was adjourned at 11:09 AM.
