t A RESOLUTION SUPPORTING THE HARRIS COUNTY
FLOOD CONTROL DISTRICT APPLICATION FOR
GRANT ASSISTANCE TO THE TEXAS WATER
DEVELOPMENT BOARD , FOR DEVELOPMENT OF A PLAN
FOR REGIONAL FLOOD CONTROL AND PROTECTION FOR
THE CLEAR CREEK WATERSHED .
WHEREAS , it has been determined that a serious flood problem
exists in the Clear Creek Watershed where residential and
commercial areas are periodically subject to extensive damages
from rising water in the creek ; and
WHEREAS, the citizens of the Clear Creek Watershed will
continue to suffer economic loss and mental stress as a result of
flooding until the problem is resolved ; and
WHEREAS, the U . S. Army Corps of Engineers is working to
complete physical improvements to Clear Creek to better control
runoff from storms ; and
WHEREAS , the Corps plan requires the establishment of
watershed development plans ; and
WHEREAS , the Harris County Flood Control District proposes
to develop a regional flood control protection plan that will
solve existin� flooding problems and allow an orderly watershed
development ; and
WHEREAS, the plan will also include evaluation of multi-
purpose detention basins capable of storing storm water as well
as serving as regional recreational facilities ; and
WHEREAS, the plan will be developed in concert with the U. S .
Army Corps of Engineers Clear Creek Project but will extend
detailed planning to the watershed ' major tributaries .

NOW THEREFORE, BE IT RESOLVED THAT THE CITY SUPPORT THE
APPLICATION FOR A FLOOD CONTROL PLANNING GRANT; AND
THAT the City support the application for a flood control
plannin� grant ; and
THAT the City make available to Harris County Flood Control
the various watershed planning studies completed by the City, and
THAT the City notify the Texas Water Development Board and
Harris County Flood Control District of our support .
APPROVED AND ADOPTED by the Friendswood City Couneil this the
6th day of March, 1989 .
