RESOLUTION IN SUPPORT OF PROPOSITION H0. 10
TO PERMIT JUDGES TO ADVISE JURIES THAT CONVICTED
CRIMINALS MAY SERVE A MUCH SHORTER SENTENCE
THAN WHAT THE JURY MANDATES .

WHEREAS, Governor Clements called for the construction of
additional prison beds in his legislative requests; and
WHEREAS, the Texas Board of Corrections requested funding for
construetion oF additional prison beds ; and
WHEREAS, the Texas Le�islature appropriated funds for the
construction of additional prison beds ;
WHEREAS, many drug offenders take the risk because the actual
prison time served is minimal ; and
WHEREAS, Senate Joint Resolution � was enaeted during the 71st
Legislative Session; and
WHEREAS, SJR 4 praposes an amendment to the Texas Constitution
providin� that the legislature could enact laws requiring or
permitting 3udges to advise juries that a defendent convicted of
a criminal offense can receive credit for good conduct that
results in a shorter prison term and that eligibility for parole
or mandatory supervision can also affeet the length of time a
convicted eriminal serves in prison; and
WHEREAS, SJR 4 will appear on the November 7 , 1989 general
election ballot as Proposition No. 10.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1 . That the City of Friendswood supports the passa�e of
Proposition No. 10.
Seetion 2. That the City of Friendswood encourages all of its
citizens to vote in the November 7 , 1989 general eleetion and to
vote "Yes" on Proposition No . 10 .
Seetion 3• That the City of Friendswood encourages other
municipalities in Texas to support efforts in favor of
Proposition No. 10 and to resolve in support of passage of
Proposition No . 10 .
