HomeMy WebLinkAboutResolution No. 89-29 Resolution Number R89-29 A Resolution in support of certain chan$es to the Constitution of the State of Texas as proposed in the November 7 , 1989 General Election. � * � � � � WHEREAS, certain reolutions were enacted durin� the 71st Session of the Texas Legislature ; and WHEREAS , Governor Clements approved these resolutions; and WHEREAS, these resolutions appear on the November 7 , 1989 Ballot as propositions which will have an impact on the citizens of Friendswood ; and WHEREAS, these propositions are indentified as : Proposition 2. Authorization of $500 million for water supply, water quality and flood control . Proposition 7 . Requires the legislators , secretary of state , and elected or appointed offieials to sign a written oath before assuming office stating that they did not en�age in bribery to obtain the office . Proposition 8 . Financin� for projects for adult and youth correetion facilities , mental health and mental retardation institutions , and for the expansion of law enforcement agencies . Proposition 9 . Authorization to or�anize and combine agencies performing criminal justice funetions . Proposition 10 . Authorization to require or permit courts to inform 3uries about the effeet of $ood conduet time and eligibility of parole or mandatory supervision for convicted defendants of criminal offenses . Proposition 13• Authorizes a Bill of Rights for crime victims - the right to be treated with fairness and respect and to be reasonably protected from the defendant . On his request , the crime victim would have the right to notification of court proceedings , the right to be present at all publie court proceedings unless a court determines that the victim's testimony would be affected by hearin� other testimony, the right to eonfer with a representative of the prosecutor ' s office , the right to restitution, and the right to information about the conviction, sentence , imprisonment and release of the defendant . The legislature would have the authorization to enact laws to define the term "vietim, " to enforce the rights of crime victims , and to provide that certain public officers and agencies are not liable for a failure to proteet a victim's rights . Proposition 17 . Authorizes the atate to provide seholarships, grants , loans , and other finaneial assistance to local fire departments and other public firefighting organizations to purchase and aid in providin� necessary equipment and facilities , and to educate and train members . � � � � � � NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD , STATE OF TEXAS : Section 1 . That the City of Friendswood supports the passage of Proposition Nos. 2, 7 , 8 , 9 , 10 , 13 and 17 . Seetion 2 . That the City of Friendswood encourages all of its citizens to vote in the Navember 7 , 1989 general election and to vote "Yes" on Proposition Nos. 2, 7 , 8 , 9 , 10, 13 and 17 . Section 3. That the City of Friendswood encourages other municipalities in Texas to support efforts in favor of these Propositions and to resolve in support of passage of Proposition Nos. 2, 7 , 8 , 9 , 10 , 13 and 17 .
