HomeMy WebLinkAboutResolution No. 89-30 Resolution Number R89-30 �TRATEGY �Q COMBAT DRUG ABUSE WHEREAS, the presenee of illegal dru�s and narcotics in our society has resulted in innumerable problems of human, community, social and economic dimensions; and WHEREAS, the consequences of drug related problems are seen in the loss of human lines , the loss of human spirit , the loss of economic produetivity, an increase in erime , and the diversion of publie resourees to address these problems ; and WHEREAS, a national TMWar on Drugs" has been declared to combat the importation, trafficking, sale , and abuse of dru�s; and WHEREAS, there is an essential and eritical role for all levels of government , the business community, sehools , ehurehes, and individual citizens in this TMWar on Drugs" ; and WHER�AS, the Friendswood Drug Prevention Advisory Committee has examined and defined the substance abuse problem in our community and has recommended a remediation program in a Final Report ; and WHEREAS, the City of Friendswood wishes to aecept responsibility for action in support of anti-drug and substanee abuse efforts ; NOW, THEREFORE , BE IT RESOLVED that we establish the mission of Zero Tolerance of Substance Abuse or city policy; and That we charge the members of the Friendswood Drug Prevention Advisory Committee with the task of establishing an ongoing entity, Friendswood Drug Prevention Couneil ; and That we will consider an ordinance to regulate large parties where alcohol refreshments will be served ; and That we will consider an ordinanee which enables the City to assess the cost of police response to a disorderly party involving underage drinkers to the owner of the property where the party oecurrs; and BE IT FURTHER RESOLVED that the City Manager charge the Friendswood Police Department with the task of: 1 . Basing its operation on a zero tolerance for violations of alcohol and drug eontrol laws for �uveniles as well as adults . 2. Recommending a capacity that supports a consistent , focused enforcement program against the use and sale of illegal drugs. NOW, THEREFORE, B$ IT R�SOLVED BY THE CITY •COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, STATE OF TEXAS: 1 . That the City of Friendswood supports and aceepts the responsibility for action in the full support of anti-drug and substanee abuse efforts.
