AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2018-28, PASSED AND
APPROVED OCTOBER 1, 2018, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2018-2019 BY
APPROVING "BUDGET AMENDMENT IV" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2018-
2019"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2018-28, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2018-2019"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2018-2019;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2018-2019," is hereby amended for municipal purposes as shown on "Budget
Amendment IV" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2018-2019" attached hereto. Said Budget Amendment IV shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and"B" and made a part hereof
for all purposes.
Section 3. In the event any clause,phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional; and the City Council of the City of Friendswood,Texas,declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2018—2019
Budget Amendment IV
February 4, 2019
1. Sanitary Sewer Assessment Phase V and VI, $275,000. Appropriate funding for
engineering services. The City Council meeting agenda for February 4, 2019 will
include a recommendation for Council's consideration to accept the engineering
services contract for Sanitary Sewer Assessment with RJN Group. The funding
source for this project has been identified as 2018 Water & Sewer Revenue Bond
proceeds.
2. Police Department Vehicle Insurance Reimbursement, $183. Appropriate
insurance reimbursements received from Texas Municipal League
Intergovernmental Risk Pool. Funding will be appropriated to the Police Department
Patrol division vehicle maintenance account for repairs made to unit P298.
3. Police Department Auto Auction Proceeds, $4,010. Appropriate auto auction
proceeds received from the sales of Units EM2 and EM3 vehicles. Council
approved of the disposal for EM2 and EM3 and use of proceeds at the City Council
meeting November 5, 2018. The proceeds will be used to offset the costs to outfit
the Light Medium Tactical Vehicle Units LMTV 3 and LMTV 4 in the police
department.
4. Police Investigation Funds, $17,220. Appropriate asset forfeiture funds received
to outfit Units Boat1, LMTV3, LMTV4, and to replace VHF antenna attached to the
tower located at 109 East Willowick. Funds will be appropriated to the Police
Investigation Fund (PIF) operating services account.
5. Library Reserves $19,172. Appropriate funds from the designated General Fund
Balance Library Board Reserves. Funds will be used to purchase 360 feet of mobile
shelving to replace old stationary shelving in the library's foyer area, extending to the
reference desk at the back of the building. Funds will be appropriated to the Library
Services operating equipment account.
6. PEG Channel, $8,704. Appropriate PEG Channel funds in order to get performance
equipment to maintain the increasing demand for more PEG Content in the amount
of $8,538. Also to appropriate funding for AV equipment in the council chambers.
The funding source will be restricted general fund balance reserves from PEG
Channel revenue.
