HomeMy WebLinkAboutResolution No. 91-48 RES�LUTION NO. 91-4$ A RESOLUTION THAT FRIENDSWOOD CITY COUNCIL SUPPORT REFORM OF THE CRIMINAL JUSTICE SYSTEM AND LEGISLATION TO ADDRESS THAT REFORM. * * * * * * * * * * * WHEREAS, the safety of the public is threatened by an outbreak of violent crime and the early release of convicted felons; and WHEREAS, the Legislature passed significant legislatian to increase prisan capacity; and WHEREAS, the Legislature passed a measure requiring a rewrite of the state criminal cade; and WHEREAS, the Legislature did not enact other legislative praposals which would have addressed reform of the criminal Justiee system; * * * �r * * * * * * * NOW, THEREFORE BE IT RESOLVED by City Council of the City of Friendswood, Texas: SECTION 1 . That the City of Friendswood, Texas supports as public policy goals: (a) prisan expansion which would provide for greater rehabilitation efforts, particularly for substance abuse related offenders, and longer prison sentences for violent offenders; (b) statutory changes prohibiting early release or good time for violent offenders, similar to Senate Bill 34 filed by Senator Ellis; (c) greater equity in the distribution of parolee placements and community correctian facility location throughout the state; (d) establishment of drug-free schoal zones, with greater criminal penalties for violation within the zones. SECTION 2. That the City of Friendswood, Texas supports legislation which would aehieve the goals as established in Section 1, which include, but are nat limited to: (a) legislation which would establish stranger penalties for commissions of offenses involving drugs near churches or schools. (b) legislation which would establish stronger penalties for commission of a drug offense in the presence of a minor. {c) legislation eliminating early release of anyone convicted of a violent crime. (d) legislation clarifying the forfeiture and disposition of praperty relating to certain felony offenses. (e) legislation requiring a mandatory sentence for anyone using a firearm during the commission af a crime.
