A RESOLUTION OF T8E CITY COUNCIL OF TEiS CITY
OF FRIffi�iDSWOOD OPPOSING THE AMSNDIylENT OF
SECTION 3 3 7.2 Q 6 OF Z'HE TSXAS DBP�iRT�NT OF

WHEREAS, the City of Friendswoad recognizes that water
purveyors have a responsibility to provide customers with
water that is safe under all foreseealale circumstances; and
WHEREAS, the Texas Department of Health has long recognized
the inherent public health risks associated with the return
of water to the patable water supply and currently prohibzts
such systems; and
�VHSREAS, the Texas Department of Health has proposed ta
amend Section 337 . 206 of the Texas Department af Health
Rules to permit the return of water to the pota.ble water
supply from heat exchanqe systems; and
WHEREAS, heat exchange systems would add heat to the public
drinking water supply in summer months and extract heat from
water zn the winter; and
WHEREAS, the alteration of the physical properties of water
in public water systems by the introduction or removal af
heat can affect the bacterioZogical water quality,
corrosiveness, and loss of required chlorine residual
content resulting public health problems; and.
WHEREAS, Federal and State laws and regulations require
pu?�lic water systems to control bacterial water quality,
corrosiveness, and loss of required chlorine resid�aal
content; and
WHEREAS, the proposed Texas Department of Health rule change
would compromise the water purveyor' s ability ta monitor,
control, and carrect water distribution system water qualitg
d�ficiencies; and
W�EAS, the localized effect of temperature variations zn
the water distribution system assaciated wi.th heat exchanger
are unknown and could lead to sealing, increased leakage,
and cornplaints from adjacent customers; and
W►HEREAS, other respected organizations such as the Southern
California Foundation for Cross-Connection Cantrol and
Hydraulic Research, the American Backflow Prevention
Association, as well as most State Drinking Water
Administrators oppose such heat pump systems connected ta
public water supplies; and
W�38REAS, the Southern Building Code addresses water used for
cooling purposes and requires it to be wasted through an air
gap to a drainage system.

The City of Friendswc►od opposes the proposed Texas
Department of Health rule change puhlished in th� Texas
Register on October 11, 1991, as weZl as any similar
measurers which would cQmpromise the public health of Te�as
citizens by increasing the potential of contamination in
public drinking water systems.
