RESOLUTION NO. R92-17
A RESOLUTIOAi ENDORSING THE U.S. ARMY CORPS OF
ENGINEERS CLEAR CREF� FLUO� CONTRQL PRCkTECT;
AND URGING TFiE UNITED STATSS CO�TGRESS TQ ACT
FAVORABLY ON THE APPRQPAIATIO�T OF $4,1Q0,000
CONTAINS�D IN TSE FY1993 BUDGET.
WHEREAS, a serious flood problem exists in the Clear Creek
Watershed where existing residential and commercial. areas
are periodically subject to extensive damages from rising
waters in the creek; and
W'HgREAS, in the City of Friendswood in July 1979, 160Q out
of 3000 hames were flooded with coincident econamic losses
exceeding $3$,000,000; and
WHEREAS, in the City of Friendswoad in September 1979, 500
of these homes were again flaoded; and
WHEREAS, in the City of Friendswood in January 198Q, 75 of
these homes were again flooded; and
WHEREAS, in the City of Friendswood in August 1989, 500 of
these homes were again f looded; and
WHF,REAS, the citizens continue to suffer economic loss and
mental anguish as a result of flooding; and
WHBRSAS, the citizens have been donating their time and
labar in an effort to clear the creeks and banks of debris;
and
WHEREAS, the local drainage authorities are actively
improving the Clear Creek tributaries; and
WHEREAS, the United States Congress in 1939 authorized the
U.S. Army Corps of Engineers to }aegin a study of Clear
Creek; and
WI�R.EAS, the United States Congress in 1968 authorized the
U.S. Army Corps of Engineers to design a flood cantrol
project which would provide a signifieant measure of
pratection from recurring flooding problems in the Clear
Creek Watershed; and
WHEREAS, the study has been completed and an consensus has
been achieved by all local sponsors and entities and
endorsed by the 67th Texas Legislature; and
WHFRRAS� the project has been approved by the U.S. Army
Corps District in Galveston and th� Corps Southwest
Division; and
W�EREAS, further delays will significantly increase the cost
of the project as well as the probabiZity of additional
flooding; and
WHEREAS, the local sponsors of the project have agreed to
provide funding for the local costs of eanstruction; and
WHER,EAS, congress has provided funding for the first phase
of constructian; and
WHFRF.AS� construction of the first phase of the project
began in July, 1989; and
WHEREAS, FY1993 funding of the project is essential to the
continuation of the project.
NOW, Tf�RBE'ORE, BE IT RESOLVED HY TSB City Councilmembers of
the City of Friendswaad, Texas:
THAT the City re-endorse the Congress of the United
States to adopt the budget and appropriate
construction funds sa that the U.S. Army Corps of
Engineers may continue the rectification work; and
THAT the City urge the Congress to take whatever
additianal action is necessary to expedite the
project and thereby reduae the emotional, physical
and econamic suffering due to the flooding; and
THAT the City Secretary forward official cogies of
this resolution ta the President of the United
States, to the Speaker of the House of
Representatives arrd President of the Senate of the
United States Congress, and to all members of the
Texas Delegation to the Congress, with the request
that this resalution be officially entered into the
Congressional Record.
