� RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF FRIENDSWOOD, TEXAS ESTABLISHING
GOALS AND OBJECTIVES FOR THE CITY.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSW�OD:
WHEREAS; The City Council did hold special meetings on November
8, November 9, and December 9, 1991 to discuss long
range planning goals and objectives for the City of
Friendswood, and
WHEREAS; At the special meeting of December 9, 1991, City
Council did establish the long range planning goals and
objectives for the City of FriendswQOd.
WHEREAS; It is the intention of the City Council to take
appropriate action to implement each objective in a
timely manner.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUI3CIL OF THE CITY OF
FRIENDSWOOD THE FOLLOWING GOALS ARE HEREBY ESTABLISIiED AND
ADOPTED:
A. DEVELOP A COMPREHENSIVE PLAN THAT WILL ENHANCE THE UNIQIIE
QUALITY OF LIFE IN FRIENDSWOOD
1. Develop scope of work - March 1992.
2. Identify funding source.
� Send out Request for Proposals - April 1992.
� Receive Request for Proposals - May 1992.
Select consultant - June 1992.
B. ENCOURAGE AND SUPPORT HIGH EDUCATIONAL STANDARDS
IN FRIENDSWOOD.
1. Support "Career Day" - November 1991.
2. Support Community Education - 1992.
3. Explore joint use of facilities - February 1992.
�. Reinstate "Youth in Government Day" - April 1992.
5. Offer assistance to School Boards and establish
communication - February 1992.
6. Participate in and Support "Partnership in Education
Programs" - December 1992.
C. DEVELOP ECONOMIC PLAN FOR FRIENDSWOOD
1. Complete joint informational packet with Chamber - January
1992.
7. Requests for Economic Development Committee.
� Goa1 session and plan for Friendswood - April 1992.
� Explore and make recommendations on sales tax for
economic development.
D. DEVELOP A PLAN FOR OPERATION AND MAINTENANCE OF CITY
FACILITIES AND SERVICES
1. Operations and Maintenance Plan
� Develop outline of contents - June 1992.
� Develop work schedule of plan - August 1992.
E. DEVELOP A REVEI�IUE PLAN TO Si3PPORT PRESENT AND PROJECTED
GROWTH NEEDS
1. Discuss and implement alternative fees and t�es.
� Place on ballot sales taxes for public facilities,
including a City Hall, and economic development -
1992.
� Complete discussion - February 1992.
� Discuss park development fees with Parks and Recreation
Board and Planning and Zoning Con�anission - February
1992.
� E�lore ambulance service fee with Friendswaod
Volunteer Fire Department - February 1992.
2. Enhance franchise and sales taxes.
� Encourage shopping in Friendswood.
� Renegotiate Cable T.V. Franchise.
� Audit utilities - February 1992.
3. Investigate purchase and operation of golf course (Sun
Meadow) - April 1992.
4, Review and refine growth and cost projections - March 1992.
F. ENCOURAGE AND SUPPORT A DRUG FREE FRIENDSWOOD
1. Support school activities such as Project Graduation and
Project Prom in both high schools.
� Include information on drug and alcohol issues and
promote Project Graduation and Project Prom in March
1992 issue of the newsletter.
� Report of accomplishments in the March 1992 newsletter.
2. Request input from police department on developing crime
stoppers, seeking community and police department
suggestions, and implementing drug hotline - February 1992.
3. Encourage enforcement of laws on underage drinking and
establish teen court.
4. Work with surrounding communities. Discuss at Galveston
County Mayors and Council`s Associatian, Harris County
Mayors and Council's Association, and C1ear Lake Area
Council of Cities - 1992.
5. Support efforts of Drug Prevention Council.
G. ENCOURAGE AND SUPPORT ACTIVITIES TO SUPPORT
DRAINAGE AND FLOOD CONTROL
1. Support Clear Creek Project.
� Adopt Resolution for support.
� Send two people to Washington - April 1992.
2. Support Clear Creek Regional Watershed Project. Study
review - June 1992.
3. Support Clear Creek Drainage District efforts.
4. Adopt Interlocal Agreement with Galveston County Drainage
District #3 - February 1992.
5. Support FEMA Community Rating System {CRS) Program.
Seek additional 5 percent credit - January 1992 and
1993.
� Utilize newsletter - 1992.
6. Requests for Proposals (RFP.) for City Master Plan for
Drainage - July 1992.
7. Continue drainage efforts in Clover Acres.
� Contact property owners in Clover Acres - April 1992.
� Extend and clean out east and west tributaries in
Clover Acres.
� Open Greenbriar Avenue right-of-way ditches.
� Request Clear Creek Drainage District clean tributaries
from FM 2351 to Cowards Creek
H. IDENTIFY NEEDS OF SENIOR CITIZENS
l. E�lore County programs for development in Friendswood.
� Invite Julie Penrod Glenn, Galveston County Senior
Citizens Director, to address Council - March 1992.
I. ENCOURAGE AND SUPPORT THE IMPROVEMENT OF COMMUNI2`Y
APPEARANCE OF THE CITY
1. Issue Proclamations of support.
2. Coordinate with Clear Creek Drainage District the expansion
of special "pick-up" days for homeowners.
� Discuss with CAB - February 1992.
Educate citizens more about these days.
3. Loeate and construct entrance signs - July 4, 1992.
4. Continue landscaping of city property and esplanades.
5. Encourage Keep Texas Beautiful participation.
6. Encourage maintenance of main street buildings.
7. Caordinate with Clear Creek Drainage District to relocate
and save trees. Make contact with CCDD - February 1992.
8. Continue Substandard Building Abatement.
9. Continue to enforce codes.
l�. Plan and construct cover of ditches at Friendswood High
School. Offer to share costs with FISD - February 1992.
J. ENCOURAGE AND SUPPORT ACTIVITIES AND TRAINING THAT ENHANCE
CUSTOMER SERVICE
1. Implement Excellent Employees Award on a quarterly basis.
First award - April 1992.
2. Seek out and establish training programs for employees.
3. Review and recommend policy for handling customer complaints
- June 1992.
K. ENCOURAGE AND SUPPORT ACTIVITIES WHICH IMPROVE
ENVIRONMENTAL QUALITY OF LIFE
1. Support Brio and Dixie Oil Processing cleanup.
� Evaluate and respond to plan regularly.
� Invite EPA to make presentation - February 1992.
2. Recycling
� Examine composting - February 1992.
� Include apartments - April 1992.
� Establish policy to purchase recycled products -
March 1992.
� Increase participation.
� Designate April as recycling month.
� Attempt to add at least one new product per quarter.
Encourage citizens to purchase recycled goods by
� recognizing participants in community.
Utilize water bill message.
3. Facilitate alternative transportation.
� Become bicycle friendly community. Establish Bicycle
Committee - February 1992.
� Expand sidewalks. Build one mile in 1993. Establish
program of sidewalk construction for FM 518.
� Enhance quality of creeks and walkways.
L. COMMUNICATE COUNCIL AND STAFF ACTIVITIES
1. Place water conservation brochure in newsletter - December
1992.
2. Encourage Council and staff to make presentations to groups
in Friendswood.
3. Explore utilizing Cable TV for presentations of city issues
of importance.
4. Community bulletin boards.
5. Disseminate information in library.
6. E�lore utilizing Homeowner's Association Communications.
� Use HOA newsletters.
� Send copies of minutes of Council meeting to each HOA
with newsletter.
7. Utilize placing flyers in the monthly Chamber of Commerce
newsletter.
