RESOLUTION NO. R93-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, ESTABLISHING A POLICY FOR THE
PLACEMENT OF RESIDENTIAL SUBDIVISION IDENTIFICATION SIGNS
WITHIN PUBLIC RIGHTS-OF-WAY.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The City Council will construct or place, or
cause to be constructed or placed, at the main entrance of a
residential subdivision, on public roadway right-of-way, one sign
identifying such subdivision, upon the satisfaction of the
following conditions:
(a) a representative organizatian of the applicable
subdivision presents to City Council a request for the construction
or placement of a subdivision identification sign;
(b) such request is accompanied by detailed drawings relating
to the construction and appearance of such sign, and an estimate of
the costs therefor;
(c) such request is accompanied by a deposit sufficient to
pay all costs reasonably anticipated in causing such sign to be
constructed or placed at the subdivision entrance; and
(d) such request is accompanied by a plat plan indicating the
exact location proposed for such sign.
Section 2. Upon receiving a request for the construction or
placement of a residential subdivision identification siqn, the
City Council shall forward same to the City Manager for review and
recommendation based upon the following criteria:

(a) would the existence of such sign, as proposed, constitute
a hazard to vehicular or pedestrian traffic;
(b) would the existence of such sign, as proposed, be
consistent with design and construction standards established and
implemented in the erection of other municipal identification signs
in the City, such as signs identifying the locations of the City
Hall, City Library, and other municipal facilities; and
(c) would the funds deposited by the requesting organization
be sufficient to pay the costs which would be incurred in the
construction or placement of such sign.
Section 3 . If the City Council determines that the criteria
established hereby has been satisfied, it shall order the
construction or placement of such sign. If funds deposited hereby
exceed the costs actually incurred, all funds in excess shall be
returned to the party depositing same. If such deposit is
insufficient to cover such costs, the requesting party shall pay to
the City the amount of the deficit.
Section 4. Each residential subdivision identification sign
shall be owned by the City, and operated and maintained as with any
other municipal identification sign. Subdivision organizations may
landscape around and provide further maintenance of such signs as
long as in so doing no hazard to vehicular or pedestrian traffic is
created.
Nothing herein shall be construed to limit any future City
Council from electing to remove any sign authorized hereunder or
from amending this policy.
