Resolution R93-32: Resolution auChorizing the City Manager or
designee to negotiate cable franchise agreement.
The Storer (TCI) Cable Coalition of Cities, consisting of
Friendswood, Webster, Nassau Bay, Taylor Lake Village, and
Seabrook is about ready to begin the negotiating process. The
Coalition believes it is important to continue to work together
even through the negotiation stage in the franchise renewal
process.
This is important because we can negotiate from a position of
srrength in numbers, as well as ensure a uniformity of service
throughout the area. As you know, this process has also saved us
a considerable amount of money, as we have shared the cable
consultant, Reed-Stowe, Inc. , as well as the attorney's fees in
the preparation of the franchise ordinance. The attorney, of
course, is John Olson, and we would have paid him the full fee
had we not joined together.
John has prepared a draft ordinance, and the Coalition members
have received a copy. We are including a copy for your review
only. We intend to hold a work session on this item to go over it
"""'�" with you in September or October.
In the meantime, we are requesting you approve this resolution,
ta give me the authority to meet directly with TCI, along with
the other members of the Coalition as a group. Each of the
cities is adopting this same resolution and appointing their
negotiating representative. John Olson will be present
representing the Coalition during the negotiations, and we will
likely invite Reed-Stowe representatives to some of the meetings.
