AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2017-32, PASSED AND
APPROVED OCTOBER 2, 2017, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2017-2018 BY
APPROVING "BUDGET AMENDMENT XIII" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2017-
2018"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No. 2017-32, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2017-2018"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2017-2018;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2017-2018," is hereby amended for municipal purposes as shown on "Budget
Amendment XIII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2017-2018" attached hereto. Said Budget Amendment XIII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits"A"and"B"and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional; and the City Council of the City of Friendswood,Texas, declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional, whether there be one or more parts.

Budget Amendment XIII
November 05, 2018
1. Grant Writing Services, $83,000. Appropriate funds for grant writing services.
Council approved a one-year contract with Riveron Services for infrastructure related
grant writing services at the September 10, 2018 Council meeting. The funding
source will be unassigned general fund balance.
2. Police Investigation Fund, $25,819. Appropriate asset forfeiture funds received to
purchase a motor for unit boat 1, and two light medium tactical vehicles (LMTV) to
replace units EM2 and EM3 military cargo trucks. Funds will be appropriated from the
Police Investigation Fund (PIF).
3. PEG Channel, $2,991. Appropriate PEG Channel funds for supplies and equipment
to be used for recording of mayor and council meetings, community events and other
city wide productions for media outlet on the PEG channel. The funding source will
be restricted general fund balance reserves from PEG Channel revenue.
4. Debris Reimbursement, $3,871,095. Appropriate funds received from the Federal
Emergency Management Agency (FEMA) and the Texas Department of Public Safety
to cover debris removal costs related to Hurricane Harvey. Funds will be appropriated
back to the 90-day general fund balance reserves.
