ORDINANCE NO. 2018-25
AN ORDINANCE AMENDING APPENDIX D OF THE CODE
OF ORDINANCES OF THE CITY OF FRIENDSWOOD,
TEXAS, BY PROVIDING FOR THE ADDITION OR
ADJUSTMENT OF ADMINISTRATION FEES, BUILDINGS
AND BUILDING REGULATIONS FEES,UTILITY SERVICE
FEES AND PARKS AND RECREATION FACILITY
RENTALS, NETWORK NODES, SUBDIVISIONS AND
ZONING.

WHEREAS, Appendix D of the Code of Ordinances of the City of Friendswood, Texas
establishes certain administration fees, buildings and building regulations fees, service fees for
utility services, parks and recreation facility rentals, network nodes, subdivisions and zoning fees
provided by the City.
WHEREAS,in order to recover a portion of the cost of providing services associated with
City administration, buildings and building regulations, utilities and parks and recreation facility
rentals, network nodes, subdivisions and zoning fees and in keeping pace with standards adopted
by neighboring municipalities, the City Council deems it necessary to revise the City's fee
schedule as set forth in this ordinance.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. City of Friendswood, Texas, Ordinance No. 88-21, as amended, originally
adopted the 20th day of March, 1989, and amended in Ordinance No. 2018-01 adopted the 3rd day
of March, 2018, the same being Appendix D of the Friendswood City Code, and also being the
fee schedule ordinance of the City, is hereby amended pursuant to Exhibit A attached hereto and
made a part hereof for all purposes.
Section 2. In the event any section, paragraph, subdivision, clause, phrase, provision,
sentence, or part of this ordinance or the application of the same to any person or circumstance shall
for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it
shall not affect, impair, or invalidate this Ordinance as a whole or any part or provision hereof other
than the part declared to be invalid or unconstitutional; and the City Council of the City of
Friendswood, Texas, declares that it would have passed each and every part of the same
notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether
there be one or more parts.

Vehicles for Hire
(1) Wrecker service towing fees 90-27
The standard auto wrecker service charge for towing a vehicle to a
vehicle storage facility or to the place of business of the auto wrecker,
shall not exceed $85.00; provided, however, if the destination of the
tow exceeds 15 miles from the point where the wrecker picked up the
tow, the operator shall be permitted to charge an additional fee not to
a. exceed $2.00 for each mile towed in excess of 15 miles.This charge shall
apply whether the tow is performed during the day, at night, on a
Saturday or Sunday, or on a holiday. If the police department requires
the vehicle to be moved from the location to which it was originally
towed to another location within the city, an additional fee, not to
exceed $30.00, may be charged for transferring the vehicle.
!The service charge for a heavy-duty wrecker performing police-
authorized or nonconsent tows, where the services of a heavy-duty
wrecker are required, shall not exceed $125.00 per hour, with a one-
b. hour minimum.The time shall begin at the time of dispatch and end
when the vehicle is delivered to the vehicle storage facility or
designated location.

exceed $65.00 per hour.
The charge for or the storage, preservation, and any required
notifications required of the permitted wrecker operator shall not

Department of Transportation, pursuant to the Texas Vehicle Storage
Facility Act,V.T.C.A.,Transportation Code § 685.001 et seq.
