WFIEREAS, the 1994-95 NASA budget is $14. 3 billion, and
includes a reductian far the first time in almost 20 years;
and
W�ERBAS, less than 1$ af the total federal budget and less
than . 25% of the Grass National Prod�act was spent for the
National Civil Space Program; and
WfIEREAS, NASA'S gartnership with industry in Aeronautics has
given this country a position af leadership and a positi�e
balance of trade in the highly eompetitive civil transport
market and avi�.tian research; and
W�R.EAS, the United States ean have a viable space program
within a realistic budget that will not hinder other
government pragrams; and
WHERSAS, the Natianal Aeronautics and Spaee Administrati.an
is an impQrtant economic center in our communities, with
more than 240,0�Q jobs directly related to NkSA programs and
an additianal 400,000 supporting jobs natianwidef and
WFiBREAS, rnor� than 81� of NASA' S funding goes to private
industry contractars compared to lla governme�t-wide, �,a�ith
pracurements to small business and minarity £irms exceeding
$950 million in 1991; and
WHSRFAS, this investment provides high technalagy jobs,
educational apportunities, new business develapment,
environmental monitoring, vital life science breakthraughs,
advanced scientific research and applied technalog� that
enhances competitiveness and �uality of life as well as
expands our knowledge ahaut ourselves and aur universe, and
WI�REAS, technology gained through the sgace program
benefits the enviranment, health, medicine, computer
technology, consumer/home/recreation aetivities, puYalic
5afety, transportation, and may other of our daily
activities; and
WI3ERSAS, health care is enhan��d by the deuelopment of
space-related technolagy such as no-invasive medic�l deVic�s.
and new laser surgieal techniques that affer. less invasive
meth�ds and faster reGavery times, and by satellite and long
distance mo�itaring equipm.ent ta allow geople to remain in
their hom��, lo�ering the cast af nursing care; and
W�SREASf space-related technalogy has contributed ta
irnproved firegraofing mat�rials, hame and pers.anal alazm
systems, an� other importan� public safetg d�vices; and
