EXHIBIT "B" GOALS A `through M GOAL A DEVELOP A COMPREHENSIVE PLAN THAT WILL ENHANCE THE UNIQUE QUALITY OF LIFE IN FRIENDSWOOD 1. Fund Comprehensive Plan in the 1994-1995 budget document. 2. Combine pending plans with Comprehensive Plan through meetings with project managers. * Coordinate Dickinson and Clear Creek Watershed Plans with all other planning. 3. Coordinate Master Planning with other planning entities - Harris County Flood Control, H-GAC, Dickinson Bayou Watershed. 4. Workshop on review of Major Thoroughfare Plan. 5. Continue to expand the feasibility of areas that may be annexed. January 1994 GOAL B ENCOURAGE AND SUPPORT HIGH EDUCATIONAL STANDARDS IN FRIENDSWOOD l. Continue to implement Career Day. 2. Continue Community Education Sponsorship. 3. Continue workshops with other local legislative or administrative groups. 4. Continue to seek a decision for joint election with FISD. 5. Continue Youth In Government Day at both high schools, including eighth grade. January 1994 GOAL C DEVELOP AN ECONOMIC PLAN FOR FRIENDSWOOD 1. Request the Planning and Zoning Commission to study and consider suitable areas for economic development, especially for business parks. 2. Identify corporate executives who live in Friendswood to assist the Economic Development Council. 3. Inventory and determine the economic development areas that need infrastructure improvements or extensions which are currently zoned Light Industrial. 4. Feasibility to extend services to the above areas. January 1994 GOAL D DEVELOP A PLAN FOR OPERATION AND MAINTENANCE OF CITY FACILITIES AND SERVICES 1. Inventory all city buildings and make recommendations for approval for maintenance and repair (including ADA requirements) . * Develop a continuous maintenance plan for existing conditions and future needs of facilities. 2. Maintain a Rolling Five-Year Street Plan and fund properly. 3. Continue infrastructure study for water and sewer facilities. January 1994 GOAL E DEVELOP A REVENUE PLAN TO SUPPORT PRESENT AND PROJECTED GROWTH NEEDS 1. Develop needs for the use of additional sales tax and educate the citizens on the needs. Call a vote in 1995. 2. Hold park fee schedule until completion of Parks Master Plan. 3. Continue dialogue in June and July 1994 with volunteer fire department personnel concerning potential revenue producing sources. 4. Continue to monitor franchises and work with the local area coalition on cable T.V, franchise fees. S. Recommend appropriate action on purchase of golf course. January 1994 GOAL F ENCOURAGE AND SUPPORT A DRUG-FREE FRIENASWOOD 1. Continue to support school activities such as D.A.R.E, and Project Prom at Friendswood High School and Project Graduation at Clear Brook High School. 2. Continue to supporC Bay Area Crime Stoppers. 3. Send letters from Mayor to licensed alcohol operators along with a resolution. To be accomplished no later than early 1994. - 4. Reactivate the Drug Advisory Council. 5. Continue to meet with the Galveston County Mayors & Councilmen's Association, Harris County Mayors' & Councils' Association, and the Clear Lake Area Council of Cities to support and encourage action for matters of common concern. January 1994 GOAL G ENCOURAGE AND SUPPORT ACTIVITIES TO SUPPORT DRAINAGE AND FLOOD CONTROL 1. Continue to support Corps of Engineers Clear Creek Project. 2. Continue to support the implementation of the Clear Creek Regional Watershed Master Plan. 3. Continue to support Clear Creek Drainage District projects, Galveston County Drainage District No. 3, and Harris County Flood Control District. 4. Support FEMA Community Rating System (CRS) . 5. Monitor City's Master Drainage Plan. 6. Support Dickinson Bayou Watershed study. 7. Continue Clover Acres projects. 8. Identify funding sources for drainage projects. January 1994 GOAL fl IDENTIFY NEEDS OF SENIOR CITIZENS 1. Develop a plan for a permanent senior citizens area at the Community Center. 2. Seek financial funding from County and State for above project. 3. Continue to promote, support, and assist in coordinating senior groups. January 1994 GOAL I ENCOURAGE AND SUPPORT THE IMPROVEMENT OF THE COMMUNITY APPEARANCE OF THE CITY 1. Submit grant application to Keep Texas Beautiful for recognition. 2. Coordinate special pick-ups with Best Waste. 3. Implement a program for two entrance signs. Due February 15, 1994. 4. Better coordinate the Available Trees Program with the Clear Creek Drainage District. 5. Develop a streetlight policy. 6. Replace existing street signs with reflective material. January 1994 GOAL J ENCOURAGE AND SUPPORT ACTIVITIES AND TRAINING THAT ENHANCE CUSTOMER SERVICE 1. Continue the Five Star Spirit awards. 2. Continue professional development of all employees through seminars, conferences, and training programs. 3. Develop customer complaint response program with special emphasis on follow-up of each complaint. January 1994 GOAL R ENCOURAGE AND SUPPORT ACTIVITIES WHICH IMPROVE ENVIRONMENTAL QUALITY OF LIFE l. Support state and federal agencies for a timely resolution to the superfund site cleanup. 2, Recycling. * Designate April as Recycling Month. * Composting. Examine regional composting with other cities. Encourage backyard composting. Encourage Don't Bag It program. * Encourage Christmas Tree Chipping program. * Purchasing Policy on recycled materials - April 1994. * Support increased participation of all recycling. * Review available oil recycling locations and publicize. Encourage citizens to recycle. 3. Alternative Transportation. * Continue to support Bicycle Advisory Committee. * Encourage bicycle safety for cyclists and citizens through a newsletter. 4. Sidewalks. * Implement five-year sidewalk plan. * Continue �o fund at least one mile a year. January 1994 GOAL L COMMUNICATE COUNCIL AND STAFF ACTIVITIES l. Continue to encourage Council and staff to make presentations to groups. 2. Continue to utilize Cable T.V. for presentations of city issues of importance. 3. Continue to utilize Community Bulletin Boards. 4. Continue to disseminate city information at Library and Chamber of Conanerce. 5. Continue to explore ways to utilize homeowner's associations for communication purposes. 6. Continue placing flyers in the monthly Chamber of Commerce newsletter. 7. Have committees of the city report quarterly to City Council. January 1994 GOAL M DEVELOP A COMPREHENSI�IE PARK PLAN 1. Purchase a sports complex site. To be completed by June 1, 1994. 2. Consider the development of a sports complex, including additional land. 3. Consider the methods of funding for items one (1) and (2) above. January 1994
