A RESOLUTION OF THE CITY OF FREINDSWOOD, TEXAS,
ESTABLISHING STANDARDS AND GUIDELII3ES FOR USE OF PUBLIC
STREETS FOR DISPLAY OF BANNER5 FOR CITY ACTIVITIES ONLY
AT THE CORNER OF OAK TREE LANE AND SOUTH FRIENDSWOOD
DRIVE AND BETWEEN FRIENDSWOOD FIRE STATION #1 AND
SHADWELL ON SOUTH FRIENDSWOOD DRIVE.

WHEREAS, pursuant to Subparagraph "a" of Paragraph 10 of
Subsection K of section 8 of City of Friendswood Ordinance No.
84-15, passed and approved the 29th day of November, 1984, and
being the Zoning Ordinance of the City, as amended by Ordinance
No. 91-15, passed and approved the 17th day of June, 1991, said
amendatory ordinance containing rules and regulations governing
the erection and use of signs within the City, the City Council
may authorize the placement of signs on public property; and
WHEREAS, pursuant to and in accordance with said Subparagraph
"a," the City Council desires to allow the limited placement of
banners in public street rights-of-way subject to certain terms
and conditions as contained herein; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS;
Section 1. City banners may be erected over public street
rights-of-way within the City under the following terms and
conditions:
a. Only banners for city activities will be autharized ta be
placed at the corner of Oak Tree Lane and South Friendswood
Drive, and between Friendswood Fire Station #1 and Shadwell on
South Friendswood Drive.
b. City banner's to be connected to any structure or
facility of a public utility company shall be of a design and
material type acceptable to said company;
c. City banner's sha11 be constructed of porous material of
at least eighty percent (80%) cotton mesh;
3. City banner's shall be more than twenty-five feet {25' )
in width nor more than four feet (4' ) in height, and shall have
tie-down ropes connected to each corner;
Section 2. In the 2vent any section, paragraph, subdivision,
clause, phrase, provision, sentence, or part of this Resolution
or the application of the same to any person or circumstance
shall for any reason be adjudged invalid or held unconstitutional
by a court of competent jurisdiction, it shall not affect,
impair, or invalidate this Resolution as a whole or any paxt or
pravision hereof other than the part declared to be invalid or
unconstitutional and the City Cauncil of the City of Friendswood,
Texas, declares that it would have passed each and every part of
the same notwithstanding the omission of any such part thus
declared to be invalid or unconstitutional, or whether there be
ane or more parts.
PASSED, APPROVED, AND RESOLVED this 18 th day of
December ,1995.
