R95-39 A RESOLUTIOIQ AUTHORIZINQr THE CITY OF P'RIENDSwOOD, TEXAB, TO JOZN THE 6ULB COAST COALITION OF CITIES FOR THE PURPOSE OF PARTICIPATING IN PUBLIC iM'ILITY CObII�fI88ION PROJECT NO. 14400, SAME SEING A PROCEBDINC; REGARDIIQ6 INTEaRATED RESOURCE PLANNIN(; RULEMAKIN�3f DESIt�NATZNG REPRESENTATIVES TO SUCH COALITIONf AUTHORIZING EMPLOYMENT BY THE COALITION OF ATTORNEYS AND CONSULTAIQTB '1'O REPRESENT THE IIQTERESTB OF COALITION MEMBERS IN SAID PROCEEDINGSj AND PRO�VIDING FOR OTHER MATTERS RELATED TO THE SUBJECT. x * x x * x WHEREAB, a proceeding is currently underway before the Texas Public Utility Commission ("PUC") regarding integrated resource planning rulemaking; and WHERRAS, the City wishes to become a member of the Gulf Coast Coalition of Cities ("GCCC") , same being an organization formed for the purpose of sharing reaources and jointly participating in proceedings directly or indirectly relating to the rates and services of public utilities within the corporate limits of the respective member cities; and �REAB, representatives of the various member cities of GCCC have recommended that said cities participate in the integrated resource planning rulemaking procesa at the Public Utility Commission of Texas, and that the representatives be authorized to employ legal counael and necessary rate consultants for the purpose of representing the members of the GCCC in such proceedings; now, therefore, BE IT RESOLVED BY THE GITY COUNCIL OB THE CITY OF FRIEMDSWOOD, TEXAB: Section 2. The facts and matters set forth in the preambZe of this Resolution are hereby found to be true and correct. Section 2. The City hereby joins the Gulf Coast Coalition of Cities to coordinate the efforts of the member Cities, share resources and jointly review the reasonablenese of integrated resource planning rules considered for actoption by the Public Utility Commission of Texas as well as participate fully in formal or informal workshops, meetings or technical conferences. Section 3. The City hereby appoints Councilmember Janis Lowe and City Manager Ronald E. Cox as the City's representatives to the GCCC and hereby further approves, ratifies, and confirms all participation by representatives of the City in discussion and organizational activities of said GCCC prior to the date of adoption hereof. SeCtion 4. The employment by GCCC of Robert A. Rima to serve as legal counael and Reed-Stowe & Co. , Inc. , to serve as rate analysts and consultants to represent the interesta of the City in all proceedinga involving Public Utility Commission of Texae Project No. 14400 is hereby approved and any and all actiona by the City's representatives to said GCCC relating to the engagement of such professionals aubsequent to the effective date of this resolution is hereby in all thinge approved, ratified, and confirmed. Section 5. The City Council hereby further authorizes the legal counsel for GCCC to take such action relating to Public Utility Commiseion of Texas Project No. 14400 as is reasonable and appropriate and in accordance with directives of the representatives of the GCCC.
