A RESOLUTION OF THE CITY �F FRIENDSWOOD, TEXAS, RECONIMENDI�G
AND ENCOUR�4GING THAT THE GALVESTON CENTRAL APPRAISAL DIS�.`RICT
BOARD OF DIRECTORS NOT IMPLEMENT ANY CHANGES [.ILdTIL LEGISLATIVE
CHANGES ARE ADQPTED, ALLOWING FOR ELECTED OFFICIALS P,ATD "AT
T.ARGE" COMMUNITY MEMB�RS TO SERVE ON THE BOARD IN THE SAME
MAI3NER AS CENTRAL APPRAISAL DISTRICTS THROUGHOUT TEXAS.

WHEREAS, the Galveston Central Appraisal District is the only District in
the State of Texas that requires that the board of the Directors must be
members of a governing body or eleeted officials of a taxing unit; and and
WHEREAS, the City of Friendswood had endorsed and supported legislation to
change the selection of the Board of Directories of the Galveston Central
Appraisal District to conform to other Texas counties; and
WHEREAS, the current selection process for members of the Galveston Central
Appraisal District means that only a very small group of people are even
eligible to serve on the Board of Directors, thus, effectively excluding
minority representation on said Board; and
WHEREAS, in 1992, the Galveston County Mayors and Councilmen's
Association, the Galveston County Schoal Superintendents and Board
Presidents, and the Special Districts Chairmen had recommended that the
selection process of the Galveston Central Appraisal District Board of
Directors be changed to include "at large" community members;
NOW, THEREFORE, BE IT RE50LVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, fiEXAS:

THAT the City of Friendswood, hereby reeommends and encourages that the
Galvestan Central Appraisal District Board of Directors not implement any
Ghanges until legislative changes are adopted allowing for elected officials
and "at large" community members to serve on the Boarcl in the same same
manner as Central Appraisal Districts throughaut Texas; and
THAT the City of Friendswood would, after adopted legislative ehanges,
recommend the Board consider expanding its five (5) member Boarci to seven
(7) members, with the Director's term to be staggered.
PASSED, APPROVED AND ADOPTED this 16th day of October, 1995.
