R95-28 DESIGNATION OF I2�PRESENTATTVC AND ALTERNATE HOUSTON-GALVESTON AREA COUNCIL GENERAL ASSEMBLY 199G ��*��*�����****�������**�����*���� BE IT R.ESOLVED, by the Mayor and City Council of Friendswood , Texas, that A Z ine Dicke� be, and is hereby designated as its representative to the GENERAL ASSEMBLY of the Hauston-Galveston Area Council for the year 19�6. FURTHER, that ttie Official Alternate au[horized to serve as the voting delegate should the hereinabove named delegate become ineligible, or should he/she resign, is Nel Austin THAT, the Executive Director of the Houston-Galveston Area Council be notified of the designation of the hereinabove named delegate and alternate. Newrtan ATTEST- C BY: � ' D oris McKe ie, TRMC City Secretary Excerpt Fram H-GAC By-Laws: Article IV - General Assembly , , Section 1 Responsibilities The General Assembly of the Houston-Galveston Area Council shall constitute the Council and shail be responsible for , the election of the officers of the Council. Section 2 Terms of Office General Assembly representatives shall be selected annually in the fall to serve a term of onr year to begin the first of January unless sooner replaced by the appointing authority. Representatives may be selected to succeed themselves. Seetion 3 Method of Appointments ' The member governmental units of the Hauston-Galveston Area Council shall be represented on the General Assembly as follows: a. The Commissioners' Court of each member County shall select two (2) elected officials as representatives and two (2) elected officials as alternates to the Houston-Galveston Area Council, all of which shall be members of the Commissioners' Court. b. Each City Council of each member city having a population of 100,000 of more according to the last preceding Federal Census shail select two (2) of its members as representatives and two (2) of its members as alterna.tes to the ' Houston-Galveston Area Council. c. Each member citywith a population not in excess af 99,999 according to the last preceding Pederal Census shall select one(1)member of its governing body as its representative and one(1)member of its governing body as an alternate to the Houston-Galveston Area Council, beginning in 1984. d. Each member independent school district shall select one(1)member of its gaverning body as its representative and one (1)member of its governing body as an alternate to the Houston-Galveston Area Council, effective in 1984. � e. Member soil and water conservation districts shal]each designate a delegate to the General Assembly. The governing bodies of each soil and water conservation district shall meet on an annual basis at a mutually agreeable location and select their representatives and alternates by Majority vote of other mutually agreeable procedur;provided,however,that representatives and alternates so selected must be elected officials of any soil and water conservation district. f. In the event that a representative to the General Assembly becomes ineligible to serve or resigns,such representative's duly appointed alternate shall be allowed to assume the duties and exercise the powers of that representative. In the event that a reoresentative to the Genera.l Assembly is unab�e to attend a meet;ng of he General Assembly, s�!ch representative's duly appointed alternate shall be allowed to assume the duties and exercise the powers of that � representative for that meeting. Section 4 Definition of Elected Officials As used in these Bylaws,the term"elected officials"means a mayor or member of the governing body of a municipality, a county judge or a county commissioner, a member of the Board of Trustees of an independent school district, or an elected member of the Board of Director of a soil and water conservation district.
