R95-17 A RESOLUTION BY THE CITY OF FRIENDSWOOD, TEXAS, TO SUBMIT A PROJECT TO THE HOUSTON-GALVESTON AREA COUNCIL FOR CONSIDERATION UNDER THE URBAN STREET PROGRAM, STATING CERTAIN THE COMMITMENT OF THE CITY TO MEET CRITERIA AS REQUIRED IN ORDER TO PARTICIPATE IN THE URBAN STREET PROGRAM. * * * * * * * * * * * � * WHEREAS, 1. Certain city and county streets in urbanized area with population of 50,000 or more are eligible for this program, and 2. Streets must be classified as a collector or higher to be eligible, and 3. The Metropolitan Planning Organization (MPO) will select the projects with Texas Department of Transportation (the Department) District concurrence, and 4. Distribution of program allocation will be based on the urbanized area population, current off,icial U.S. Census. This allocation includes all cities and villages contained within the Houston, Galveston, and Texas City urbanized area, and 5. The program will be a bank balance program, with the program's authority lapsing in four years, which will be the August 1999 letting, and 6. American Association of State Highway and Transportation Officials' standards, i.e. , �DOT Design Division Manual, will be applied to reconstruction or added capacity projects. Pavement restoration projects will be developed to existing or higher pavement standards, based on current traffic, and 7. The city will pay 100% of storm sewer, curb and gutter, sidewalks, driveways, right of ways, utility adjustments, and environmental mitigation, i.e. , sound walls, etc. , and 8. Texas Department of Transportation will pay 80 percent of grading, base pavement (no preventive maintenance projects, such as thin overlays and seal coats) cross drainage, pavement markings, guard fence, and other safety features. The city or county will pay 20% of above items, and 9. Consultants will be used for plans, specifications and estimates preparation. The cities will escrow funds for Texas Department of Transportation to select, manage, and pay the consultants, and 10. Local Governments pay 100% of preliminary engineering and 20% of indirect overhead and construction engineering and contingencies, and 11. 20% of the estimated construction cost to be escrowed after project selection and before consultant selection for engineering and indirect costs. Prior to award of the construction contract an additional 200 of the estimated construction cost must be escrowed to the Department, and R95.17/LST03 -1- 12. MPO may use whatever selection criteria they prefer, and 13. 2R guidelines can be used for rehabilitation projects (Exhibit D), and 14. Existing roadway geometry can remain in place with base repair and overlays. NOW, THEREFORE, BE IT RESOLVED, THE CITY OF FREINDSWOOD, TEXAS, HEREBY SUBMITS MUSTANG DRIVE FOR CONSIDERATION UNDER THE URBAN STREET PROGRAM.
