Al� THS GITY STAF'F. * s * * * * * * � * * * * WI�REAS, the City Council of the City of Friendswood has adopted Parks and Open Space Master Plan which recognizes and supports an organized youth sports facility; and WHF.RF.AG� organized youth sports are known to be beneficial to the quality of life of this community; and WHRRFAS� the need is recognized to build a park facility to provide for such organized activity as well as other needs of park space for our citizens; and WHF.RF.A�� municipal leaders acknowledge our citizens' growing concerns of future borrowed dollars through bonds without voter approval; and WHEREAS, the City Council of the City of Friendswood has previously resolved to support the development of park space by the call of a special election on January 20, 1996 asking the voters of said city to approve an additional one half of one cent sales t� to build such youth sports facility; and R96.3/LST03 NOW T�'ORB, BB IT R$SOLVBD BY THS CITY COUNCIL OF THB CITY OF FRIEAIDS�OOD, TE%A3: Section 1. If proposition one is approvec3 by a majority of the voters casting a ballot in the January 20, 1996 Election, the City Council shall not authorize bonds to build the park without holding at least two public hearings on the issue for the purpose of gatherinq information and concerns from the public, the parks board, and the city staff.
