A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS,
HEREINAFTER REFERRED TO AS "APPLICANT", DESIGNATING
CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR,
AND ON BEHALF OF THE "APPLICANT" IN DEALING WITH THE
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,
HEREINAFTER REFERRED TO AS "DEPARTMENT", FOR THE
PURPOSE OF PARTICIPATING IN THE CRIMINAL JUSTICE DIVISION
GRANT PROGRAM, �IEREINAFTER REFERRED TO AS THE
"PROGRAM", CERTIFY THAT THE "APPLICANT" IS ELIGIBLE TO
RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE
"APPLICANT" IS NOT RESPONSIBLE FOR ANY MATCHING FUNDS;
AND DEDICATING THE FUNDS FOR THE PURCHASE OF SPECIALIZED
EQUIPMENT.

WHEREAS, Governor Bush has approved the "Program" for the purpose of allowing the
"Applicant"to participate in the Program; and
WHEREAS,the"Applicant"is fully eligible to receive assistance under the"Program"; and
WHEREAS, the "Applicant" is desirous of authorizing an official to represent and act for
the"Applicant"in dealing with the"Department"concerning the"Program";
BE IT RESOLVED BY THE "APPLICANT":
SECTION 1: That the"ApplicanY'hereby certifies that they are eligible to receive assistance under
the "Program
SECTION 2: That the "Applicant"hereby certifies that there are no matching funds required for
this application.
SECTION 3: That the "Applicant" hereby authorizes and directs its City Manager to act for the
"Applicant"in dealing with the"Department" for the purpose of the"Program", and
Ronald E. Cox is hereby officially designated as the representative in this regazd.
SECTION 4: The"Applicant"hereby specifically authorized the of�cial to make application to the
"Department"concerning the specialized equipment purchase. That the specialized
equipment to be purchased is hereby dedicated (or will be dedicated upon purchase
of the proposed equipment acquisition) for the detection and apprehension of
offenders involved in serious crimes, specifically abduction and homicide involving
children. �
PASSED, APPROVED, AND RESOLVED BY THE AFFIRMATION VOTE OF THE
"APPLICANT" ON THIS 22ND DAY OF 5EPTEMBER, 1997.

Title Special Law Enforcement Project
PROGRAM NARRATIVE -
This application and the equipment that will be funded from the grant monies will enhance
and assist the community's efforts in solving serious crimes, most importantly abduction and
homicide involving children.. It will tazget serious crimes that require the enhancement of law
enforcement by use of advanced technology and allow specialized police investigations of major
crimes. The goal of the program is to accelerate the identification and apprehension of those
involved in crimes through the use of advanced technology. Thus improving the operational
effectiveness of law enforcement through the use of crime analysis techniques.
This program will allow the acquisition of necessary equipment and technology that is
transforming la.w enforcement as we head to the millennium. The program e�camines some of this
technology by awarding advanced computer workstations, radio equipment, mobile computer
equipment, and a vetucle locating tracking device.
The need for specialized equipment in the detection and apprehension of offenders makes
this application necessary. The proposed project will increase coordination of resources and
increase networking between police agencies investigating major crimes.
The project is focusing on equipment needs; specifically:two laptop computers and
printers, two desktop computers and printers, six portable radios, and a Tele Trak Tracking Unit.
Our focus with this equipment purchase is to increase and enhance communications during the
investigation of major crimes.
