HomeMy WebLinkAboutResolution No. 97-31 RESOLUTION NO. R97-31 A RESOLUTION OF THE CITY OF FRIENDBWOOD, TEXAS, ENDORSING THE U.B. ARMY CORPS OF ENGINEERS CLEAR CREER FLOOD CONTROL PROJECT; AND UAGING ZTS TII�LY COMPLETION IN A MANNER THAT RESPONDS TO THE COPII�IUNITY AND NATURAL VALUES OF THE CITY OF P'RIENDSWOOD. �REAB, a serious flood problem exists in the Clear Creek Watershed where existinq residential and commercial areas are periodically subject to extensive damages from rising waters in the creek; and (�EREAB, in the City of Friendswood in July 1979, 1600 out of 3000 homes were flooded with coincident economic losses exceeding $38,000,000; and �REAS, in the City of Friendswood in September 1979, 500 of these homes were again flooded; and WHEREAB, in the City of Friendswood in January 1980, 75 of these homes were again flooded; and WHEREAS, in the City of Friendswood in August 1989, 500 of these homes were again flooded; and �REAB, in the City of Friendswood in October 1994, 335 of these homes were again flooded; and WHEREAB, the citizens continue to suffer economic loss and mental anguish as a result of flooding; and ���' the citizens have been donating their time and labor in an effort to clear the creeks and banks of debris; and WHEREAS, the local drainage authorities are actively improving the Clear Creek tributaries; and WHEREAB, the United States Congress in 1939 authorized the U.S. Army Corps of Engineers to begin a study of Clear Creek; and WHEREAB, the United States Congress in 1968 authorized the U.S. Army Corps of Engineers to desiqn a flood control project which would provide a significant measure of protection from recurring flooding problems in the Clear Creek Watershed; and WHEREAB, in June 1986 the study had been completed and a consensus had been achieved by all local sponsors and entities and endorsed by the 67th Texas Legislature; and WHEREAB, the project has been approved by the U.S. Army Corps District in Galveston and the Corps Southwest Division; and WHEREAB, further delays will aignificantly increase the cost of the project as well as the probability of additional flooding; and WHEREAB, the local sponsors of the project have agreed to provide funding for the local costs of construction; and wIiEREAB, Congress has provided funding for the federal costs of construction; and WHEREAB, completion of the Corps project is essential to the implementation of a separate regional flood control plan for the upper reaches of Clear Creek. NO�q, THEREFORE, BE IT RESOLVED BY THE City Councilmembers of the City of Friendswood, Texas: THAT the City re-endorse the Clear Creek Corps Project, as currently designed and planned with due consideration to the environmental impacts to the existing creek; and THAT the City urge the U.S. Army Corps of Engineers and the project sponsors to take whatever additional action is necessary to expedite the project and thereby reduce the emotional, physical and economic suffering due to the flooding; and THAT the City Secretary forward official copies of this resolution to the Harris County Commissioner's Court, to the Executive Director of the Harris County Flood Control District, to the Galveston County Commissioner's Court, and to all members of the Texas Delegation to the Congress, with the request that this resolution be officially entered into the Congressional Record.
