AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO 2017-32, PASSED AND
APPROVED OCTOBER 2, 2017, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2017-2018 BY
APPROVING "BUDGET AMENDMENT XI" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2017-
2018", PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, by Ordinance No 2017-32, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2017-2018"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2017-2018;
NOW, THEREFORE, BE IT AINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TE S:
Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2017-2018," is hereby amended for municipal purposes as shown on "Budget
Amendment XI" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2017-2018" attached hereto. Said Budget Amendment XI shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part hereof
for all puiposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged invalid
or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate
this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional; and the City Council of the City of Friendswood,Texas, declares that it would have
passed each and every part of the same notwithstanding the omission of any such part thus declared
to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2017 —2018
Budget Amendment XI
August 6, 2018
1. Police Department RAD Program, $1,625. Appropriate funds donated to the Police
Department Rape Aggression Defense (R.A.D.) Program. Donations were received from
the citizens participating in the R.A.D. classes held in June and July. Funds will be
appropriated to the Police Department Patrol for R.A.D. operating supplies related to
R.A.D. program expenses and will be spent in Fiscal Year 2018.
2. Time Clocks, $4,005. Appropriate the proceeds from the auction sale of outdated IT
equipment. The proceeds will be used to purchase two replacement time clocks that will
be installed at Public Safety Building. Funds will be appropriated to the Administrative
Services Information Technology division operating budget.
3. Centennial Park Donation, $2,000. Appropriate the donation received from
Friendswood Youth Lacrosse Inc. Funds will be appropriated to the Parks operating
budget for field maintenance at Centennial Park.
4. Parks Donation, $1,344. Appropriate the donation received from the Texas Lighthouse
Foundation. Funds will be used to purchase a litter receptacle and teak bench that will
be installed in Stevenson Park. The funds will be appropriated to the Parks division
operating budget.
5. Parks & Recreation Vehicle Insurance Reimbursement, $1,213. Appropriate
insurance reimbursement received from State Farm Mutual Auto Insurance for a Parks
and Recreation vehicle (unit CS12) that was hit while parked in the City's parking lot.
Funding will be appropriated to the Parks division vehicle maintenance account for
repairs already made to the unit. .
6. Insurance Reimbursement for Damages to Friendswood Sign, $330. Appropriate
insurance reimbursement from USAA Casualty insurance for damage to the Friendswood
entryway sign located on Bay Area Boulevard. Funds will be appropriated to reimburse
the Parks operating budget for the expense.
7. Insurance Reimbursement for Centennial Park Gate, $10,940. Appropriate the
insurance reimbursement from United Services Automobile Association. Property
damages occurred when a motorist ran into the gate. The funds will reimburse the Parks
operating budget.
8. Old City Park Engineering Services, $1,748. Appropriate additional funding for design
services of a pavilion at Old City Park. The funding source for this project will be Park
Land Dedication Fund unassigned fund balance.

a Security Cameras at Stevenson Park and Public Works, $14,482. Transfer funds
from the Police Department operating budget to the Parks Facilities operating budget for
the purchase and installation of security cameras at Stevenson Park and at the
Blackhawk facility (old Food Lion) for the of the Public Works and Parks & Recreation
departments.
10. Janitorial Services, $15,518. Transfer funds from the Police Department operating
budget to the Parks Facilities operating budget to align appropriated funds with
expenditure account in which janitorial services for the Animal Control facility is recorded.
11. Utility Impact Study, $20,000. Appropriate funding for the Utility Impact Study. The
study is required every five years. The last study took place in 2013. The funding source
will be the Water and Sewer fund working capital.
12. Flood Vulnerability Study, $25,000. Appropriate funding for the Flood Vulnerability
Study proposal submitted by Rice University to design a high level HEC-RAS model of
the Clear Creek watershed in Friendswood. The study will be the result of a
recommendation by the sub-committee formed by City Council at its June 2, 2018 retreat
to investigate a solution to historic flooding issues in the City. The funding source for the
expense will be unassigned General Fund balance.
