R98-25 A RESOLUTION OF THE CITY COUNCIL OF TH� CITY OF FRIENDSWOOD, TEXAS, SUPPORTING THE CREATION OF THE NASA ROAD ONE SCENIC DISTRICT AND THE ESTABLISI�iENT OF MINIMUM REGULATIONS GOVERNING THE USE OF SIGNS WITHIN SUCH DISTRICT; MAKING CERTAIN FINDINGS; AND PROVIDING OTHER MATTERS RELATING TO THE SUBJECT. * * ,� * * * x * � * * * WIiEREAS, the City Council of the City of Friendswood hereby finds and determines that the preservation and perpetuation of scenic resources throughout the City and the surrounding area is vital to the economic development of the City; and WHEREAS, the City Council of the City of Friendswood supports development of a regional comprehensive plan to guide the City and other area communities in their efforts to provide for orderly growth and development within their respective jurisdictions; and WHEREAS, the City Council of the City of Friendswood supports efforts to create a "NASA Road One Scenic District, " to include land along NASA Road One from the City of Alvin to the City of Seabrook, for the purpose of preserving scenic resources within such area; and WHERFAS, the City Council of the City of Friendswood hereby finds and determines that the uniform regulation of signs along NASA Road One, the gateway access corridor to the Clear Lake Area, would substantially improve the aesthetics of the City and surrounding communities, resulting in a more desirable climate for tourism, trade, and residential development; and WHEREAS, the City Council of the City of Friendswood hereby finds and determines that the uncontrolled proliferation of signs along NASA Road One results in confusion and distraction to motorist, obscured visibility of necessary traffic control signs and devices, and otherwise creates hazards to pedestrians, bicyclists, and other vehicles; and WHEREAS, the Clear Lake Transportation Partnership, in conjunction with officials from the City and surrounding communities, has developed a model ordinance containing minimum regulations for the use of signs along the NASA Road One corridor, which regulations the Partnership has recommended be adopted by each city with the NASA Road One Scenic District as minimum standards; and WHEREAS, the City Council of the City of Friendswood has heretofore adopted sign regulations which equal or exceed the minimum requirements set forth in such model ordinance, but the City Council wishes to endorse such model ordinance and encourage other municipalities within the Scenic District to adopt the minimum standards contained therein; and R98.25/LST03 WIiEREAS, the City Council of the City of Friendswood further finds and determines that establishment of minimum uniform sign regulations will promote equity and equality among competing businesses by eliminating unfair advantages which result when uniformity of regulations does not exist between neighboring municipalities; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXA5: Section 1. The facts and matters set forth in the preamble of this Resolution are hereby found to be true and correct. Section 2. The City Secretary is hereby authorized and directed to cause a true and correct copy of this Resolution to be served upon the NASA Road One Transportation Partnership. Section 3. The Mayor of the City, in conjunction with the City's designated representative to the Clear Lake Transportation Partnership, is hereby authorized and directed to do all things reasonable and necessary to express the City's interest in the development of minimum sign regulations within the proposed NASA Road One Scenic District.
