R98-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, PROVIDING FOR THE ADOPTION OF THE LAND USE ELEMENT OF THE PROPOSED COMPREHENSIVE PLAN, AS RECOMP'iENDED BY THE PLANNING AND ZONING COI�SISSION, SAME TO BE A PART OF THE CITY'S COMPREHENSIVE PLAN. * * * * * * * * * * BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. The Land Use Element of the proposed Comprehensive Plan, a true and correct copy of which is attached hereto as Exhibit "A" and for all things made a part hereof, is hereby adopted, except the major thoroughfares depicted on said Exhibit "A" . Said Land Use Element of the proposed Comprehensive Plan shall become and comprise a part of the City's Comprehensive Plan, as recommended by the Planning and Zoning Commission, prepared June, 1995. This wording was uggested by Councilmember Ericsson, and was not agreed to by all members of Council. � • Manufactured Housing in Permifted Use Table. After discussion, no change to the permitted use table. However, a separate ordinance is on this agenda to amend and clarify the definition of manufactured housing and mobile homes. This ordinance is up for consideration on second reading. In order to institute the changes listed above,Council will have to vote to amend the existing ordinance T98-1,which has been adopted on first reading. If this ordinance is amended on second reading, a second second reading will be required. B. We have approached the develoFc�nt of the Plan with a t�,am oonoept in mind. There are five m�xs on our "team", all of which have active roles that will continuai.sly overlap, but that may also requ�i.i.�e individual tasks at oertain stage of the pro�oess. Our "players" ooa�sist of the City Camcil, the Planning and Zoning Catmission, the City Staff, the Consultant (J.T. Dunkin and Associates) , and the Public. We also have sane bench players that fr�an time to time have been asked, and hopefully will continue to be asked, to step up and oontribute inforntiation. These have included, but not be� limited to, the FISD, the Q�amber, the Volunteer Fi.rn Depar�nt, and the private utility oompanies. Onoe the• p�blic hearing pr�ooess starts, w�e expect cmre vutside involvam�t frcm other sauroes. Follawing along with the sports analogies, the first step in the prooess has b� to "set the table". Any plan has t�o have a starting point. We relied on the consultant to deliver t�o us a series of tec2uzi.cal information, statistical facts, maps, etc. (exa�les are attached)-. Frcm our perspective, that was the only flu�fion w� expected frnrn the cansultant. We then took that inforniation, made reoamm�dations to staff, and then instructed staff to malce the Plan ours. We wanted to give it life, to make it readable. We did not want it to sound like a dictionaLy or an encyclopedia. We felt it unr�easonable t�o e�ect a oonsultant to produce a doc�u�nt with the subtleties and nuances of a pai-ticular ea�nuiity incorporated in to that doclu�nt. We believed that preliminary distribution oF the technical draft would cause individuals to lose sight of the content and the puzpose and instead focus on the lack of "personality" of the doc�urnnt. This is t-he primaxy reason behind asking staff tA edit the draft. Our original projected date For ca�letion of the draft staqe was D�ber '94, we needed a tir�, that is what c,� used as a target. It becac�e clear in the m�nths preceding December that cae would not reach that goal. We experienced discr�pancies in population rnmibers, inforn�at-ion from the '90 Census, acreage amotults of land in use versus � . ;�,. , _.w_ . , . ' � s' .'f;s'�� vacant land, pernentages af land in each o� our districts, etc. Tgiese were tectuiical difficulties that w� oould have just averlooked and gone � on wit�h our wnrk. We chose no� t�o do that. We felt it our responsibility � debennine what caused these diEfer�ces ar�d bo fhen use t-he correct data to fornn�late the draft. We did not ooncentrate on typo`s ar other grar�nar rela�ed mistakes during this prooess as we w�t�e mr�re interes�ed in the facts. We know the final draft version w�ld address these vona�xns. We have included exan�les of the char�s, outluies, illustrations, e�c. that will shvw y�u haw this prooess has evolved. We felt it was more in�q�ortant to be right than to be fast. We believed that .ynu w�uld feel the same way. We have sinoe disooveted that a typical va��rehensive plan take$ fran 1-2 years to ocn�lete and �sts anywhere fr�am �100,000 bo �250,000 when oonsultants a�e anvolved. We feel good about the way we have ac�dressed both with aur prooess. The tis�line is similar �o others, the prioe as oonsiderably less. Staff involv�nt was pai-t of the negnti.at�ed prioe. We have a wnrkshc7p session scheduled for June 29, 1995 to review our finalized dra:Et. At t-hat time, barring no unforese�n proble�s, we will i�quest a workshop with Council to start the seoond phase of the develo�ent of the Plan. Althoctgh the p�ss will be the same with Council as it was with us, . it should take less. time due to the wnrk � t-hat has be�n done on t-he technical issues. Goals, objectives and direction will be the key issues w�e hope to addrnss with Council. We will give yau what w� have det�nined to be the facts, sane rec�ndations we have for futxire gz�owt-h and develo�ment, and see if it is ocn�atible with your visions of our fut-ure. If it is, we will� � take it to the public for their views. If not, we can wr�rk aut the differences, oa� to a eonsensus of can�n goals and abjectives, and then take it to �he public. Again, the pz�ooess w�uld be the same, but ho�fully quicker still due to �he c�rk that wr�uld have been done to that point. We all wish th.at we had been able fo fSnish this preliminaa�y work at a fast�er pace. Nevertheless, ca� all also feel that ac�.-uracy and quality were rros� impc�rtant. We hope yr�u will be pleased with the draft w� forward to you. The City of Fri.endsF�ood is actively involved in preparing a Ccx�rehensive Plan to be used as a planninq ar�d devel�ment guide bv the City throuqh the year 2010. It is expected that the Plan will incorporate ��ariaus ca�onents fihat have either recentiv been ca�leted or are undeiway at the present tir,�e, it is hoped that the Plar. will also serve as a basis for the develop�nenti of a Capital Improv�ts Plan and an Econamic Develo��t Plan. The car+nonents of the Plan are to be as follows: (1) D�nographic c�onditions: au�li.ne �xisting ar�d expected population and �loyment ca�osition of fhe.City. �- (21 Land Use: describe and map curr�it and proiected land use withfn the City. � (3) Tran_sportation: autline praposals for adding to or improvi.x�v cuLZ�nt stre�et and hia�tn�rav syst�n includinq ar. update of the Tt�or�whfare Plan. This svstem shauld also oontain pz�aposals for bicycle and pedestrian nathways. � (4) Oocnrnmity Facilities: ascertain the adequacy of the City's schools, parks, libraries, city hall, museians, and other public buildinas and/or facilities. f5) �tryway Overlav Pi.stricts: incorporate the proposed entrywav averlay district into the Plan as an intc�aral �q�onent for qra�th • and �ccu�ami.c development �activities. (6) Main Street District: ascP..rtain feasibility of the c2aeat-ion of a Main Street District and the resultant eoonamic develo�znent ir.�act. (7) OtilitieslInf.rastructure: detezmination as to adequacy of the utilities/infrastruct-urn of the City in relationship to the various scenarios of qr�ath/develo�znent to a maxinnim build-vut stat�us. F.ach ca�xsnent of the Plan will consist of three portions: �1} a description of ex�stinq conditions (2l a statanent of qoals and c�biectives, (31 a pr.oiection of future needs and proposals for mEetinq those needs. `.!'he cansultants shall bc� r�sponsi.ble for t-he develoFxnent, administration, and coorr3ination of all ciata oollection. Hawever, the City will detern:ine th� format and procedure of any citizen suivevs that are utilized. The �onsultants will also be re�quired to paitici.�ate in the formulati.on, orcranization, and administratien of any task fa�ces, citizenlinterest qraup, Citv Boards and Carmissions, City Council, staff ineetinas, and presP.ntations. These meetinas will occur on a rec�ilar and frequent hasis. The Cify will pravide all information cun-�entiv on harx� (canputer based infozmation cocnpatible with Intergraph Micro Station Software) and will assist as needed in obtaininq pertinent info�ation related to the pro�ect. � This assistance will be nectatiated as part of the oriqinal contract agregnent. � It is expected that the work will be ccmpleted by the end of the 1994 calendar year.
