R98-10 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, AS A FEDERAL EMERGENCY MANAGEMENT AGENCY PARTICIPATING CO1�liTNITY IN THE NATIONAL FLOOD INSURANCE PROGRAM HEREBY ENDORSES THE DICKINSON BAYOU 100 YEAR FLOOD PLAIN AS REVISIONS WITHIN THE CITY'S JURISDICTION. * * * * * * * * * * ,r On this the 6 th day of Apz'il ,1998, the City of Friendswood, Galveston County, Texas convened in a regularly scheduled meeting with the following members thereof present: Mayor Harold L. Whitaker Mayor Pro-Tem Jerry Ericsson Councilmember Mel Austin Councilmember Kitten Hajecate Councilmember Aline Dickey Councilmember Tom Manison Councilmember Mel Measeles when the following proceedings, among others, were had, to-wit: WHERSAS, City of Friendswood recognizes that Dickinson Bayou is a unique regional resource that provides outfall drainage capacity in the heart of Dickinson and Brazoria Counties that local governments are responsible for the overall health, safety and welfare of their citizens and thus must take the lead as stewards of flood plains in the Dickinson Bayou Watershed; and that actions of upstream and downstream communities within the Dickinson Bayou Watershed directly affect each other such that individual local goals for flood protection and abatement, drainage, transportation, greenway establishment and protection, waste management, conservation and development can only be achieved through cooperative management of the Dickinson Bayou Watershed; and, WHEREAS, City of Friendswood has been cooperating and intends to continue cooperating with the Dickinson Bayou Steering Committee, and with the Federal Emergency Management Agency (FEMA) , other local, state and federal entities in pursuit of common goals for the Dickinson Bayou Watershed; and, WHEREAS, the City of Friendswood understands that adopting to this resolution in no way obligates any party to implement any project recommended from any planning studies, and that separate agreements may be negotiated and executed in that regard; R98.10/LST03 NOW, THEREFORE, BE IT RESOLVED that the City of Friendswood as a FEMA participating community in the National Flood Insurance Program hereby endorses the Dickinson Bayou 100 year flood plain as mapped by Walsh/Dodson Engineers under the direction of the Dickinson Bayou Steering Committee and further asks FEMA to review and issue any appropriate revisions to the current effective 100 year flood plain maps within the City's jurisdiction.
