A RESOLUTION OF THE CITY OF FRIENDSWOOD, T$XAS, REQUESTING THE
GOVERNOR OF THE STATE OF TEXAS DEVELOP A MAJOR LEGISLATIVE
INITIATIVE FOR THE 76TH LEGISLATIVE SESSION TO PROMOTE AND
ENHANCE THFs INTEGRATED STATE RECREATION At�TD PARKS SYSTEMS;
REQUESTING THE 76TH LEGISLATURE PROVIDE ADEQUATE FZTNDING FOR
THE INTEGRATED STATE RECREATION AND PARKS SYSTEMS; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, the recreation and park systems under the jurisdiction of
municipalities, counties, regions and the state forms a valuable network of
opportunities for Texans; and
WHEREAS, providing recreational opportunities to youth has been shown to
decrease the rate of juvenile crime; and
WHEREAS, providing a system of parks with opportunities for recreation and
exercise leads to a healthier population; and
WHEREAS, the quantity and quality of park and recreation facilities provide
an incentive for economic development; and
WHEREAS, conservation and preservation of cultural and natural resources in
a park system provide and educational opportunity for current and future
generations of residents and visitors to an area; and
WHEREAS, juvenile crime prevention, public health, economic development, and
education represent key elements in the quality of life of the community and
promotion of strong family values; and
WHEREAS, the Governor of Texas has within his "Vision for Texas" recognized
the importance of quality of life and strong family values; and
WHEREAS, additional funds from the state for the promotion and enhancement
of the integrated state park and recreation system are sorely needed; and
WHEREAS, additional funds for support of community based outdoor outreach
programs to integrate youth into constructive activities in the outdoors are
sorely needed; and
WHEREAS, increasing population and changing demographics within the
population present significant development challenges for the providers of
parks and recreation facilities to insure adequacy and relevancy of
facilities;
NOW, THEREFORE, BE IT RESOLVED, that the TEXAS MUNICIPAL LEAGUE calls upon
the Governor of Texas to develop a major legislative initiative for the 76th
Legislative Session that will promote and enhance the integrated state
recreation and parks system; and

FURTHERMORE, that the TEXAS MUNICIPAL LEAGUE call upon the 76th Texas
Legislature, meeting in regular session in 1999, to provide adequate funding
for the integrated state recreation and parks system to meet the future
needs and demands of citizens of the state.
BE IT FURTHER RESOLVED, that a copy of this resolution with appropriate
names affixed be presented to the Governor of Texas and the leadership of
the 76th Texas Legislature.
NOW, THEREFORE, BE IT R$SOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS:
Section l. That the City Council of the City of Friendswood calls upon
the Governor of Texas to develop a major legislative initiative for the 76th
Legislative Session that will promote and enhance the integrate state
recreation and parks system.
Section 2. That the City Council of the City of Friendswood calls upon
the 76th Texas Legislature, meeting in regular session 1999, to provide
adequate funding for the integrate state recreation and parks system to
reach its full potential as an enhancement to the quality of life and a
promoter of family values within the community.
Section 3. That the City Council of the City of Friendswood calls upon
the 76th Texas Legislature, meeting in regular session in 1999, to provide
adequate funding for the integrated state recreation and parks system to
meet the future needs and demands of the citizens of the state of Texas.
Section 4. That the City Council of the City of Friendswood provides a
copy of this resolution with appropriate names affixed to the Governor of
Texas and the leadership of the 76th Texas Legislature.
Section 5. This resolution shall take effect immediately from and after
its passage by the City Council of the City of Friendswood.
