A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
GALVESTON/HARRIS COUNTIES, TEXAS, AUTHORIZING APPLICATION
FOR FUNDING FOR A PRELIMINARY ENGINEERING STUDY AND AN
ENVIRONMENTAL ANALYSIS FOR BRITTANY BAY BOULEVARD BETWEEN
F.M. 528 AND F.M. 2351, THROUGH THE TEXAS DEPARTMENT OF
TRANSPORTATION 2000-2005 IMPROVEMENT PROGRAM (TIP).

WHEREAS, the City of Friendswood desires to apply to the Texas Department of
Transportation for a grant to fund the Preliminary Engineering and Environmental Analysis for the
street project through the Department's 2000-2005 Transportation Improvement Program (TIP);
and
WHEREAS,the studies are forthe construction of a new majorthoroughfare between F.M.
528 and F.M. 2351 with a total cost estimated of$144,000 for the Preliminary Engineering and
Environmental Analysis, with a local matching share of$28,800; and
WHEREAS, the City of Friendswood intends to include this project in future planning and
budgetary processes; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS:
Section 1. The Mayor is hereby authorized and directed, for and on behalf of the City,
to make application to the Texas Department of Transportation for funding for the above-described
studies, through the Department's 2000-2005 Transportation Improvement Program.

C. Cost Estimates - Because of increases in materials costs and to more fu(ly anticipate
entire project costs, we request that you provide a(I components of project costs, where
applicable, as indicated in th� following table. in addition, if you wish to seek federal
assistance for any of these components, please provide the level of assistance sought.
Federa) funds may only be sought for future expenditures and not on "sunk" costs.
Local matchin� funds must support at least 20% of eti�ible proiect costs. No more
than 80% of the cost for a proiect- component will be funded throuQh federal
fundinQ assistance. Also see Part [, Section A of this attachment for project
commitment and local match details.
Please be advised that in past T�s, projects have been selected conventionally according
to a methodology based on estimated benefits and on the federal portion of the project
cost. Projects may be made more "competitive" by minimizing the amount of federal
reimbursement sought, although most sponsors in the past have sought 80% of project
construction costs.
